m�, ms :u <br />Maximizing �.� <br />Consulting,Inc. <br />Maximizing Recoveries <br />September 10, 2013 <br />Kevin Watson, Finance Director <br />City of Louisville <br />749 Main Street <br />Louisville, Colorado 80027 <br />Subject: Proposal for Sales and Use Tax and Franchise Fee Compliance Audits <br />Dear Mr. Watson: <br />The enclosed proposal responds to your request for qualified contractors with proven franchise <br />fee, and sales and use tax audit experience, or related experience, to perform two (2) relatively <br />large audits as defined in the scope of work: <br />— Public Service Company of Colorado <br />-- Comcast of Colorado I, LLC <br />Our team proposes to be a one -stop contractor for reviews of Public Service Company of <br />Colorado and Comcast of Colorado I, LLC (jointly, the "Franchise Taxpayers "). However, should <br />the City decide to use more than one contractor and parse the projects between review of the <br />electric and gas franchisee andcable franchisee to meet the needs of the City, we are willing to <br />discuss that option. Garth Ashpaugh, President of Allixa Consulting, Inc., will serve as the agent <br />and authorized representative for the project. <br />Our proposal addresses the City's need for thorough reviews of the sales and use taxes and <br />franchise fees paid by the Franchise Taxpayers. We will undertake the projects by means of an <br />alliance between Allixa Consulting, Inc., Azavar Audit Solutions, Inc., C.A. Sculco, Inc. and Front <br />Range Consulting, Inc. (the "Louisville Allixa Audit Team "). Combined, we have extensive and <br />recognized experience in franchise fee reviews and recovery services. This alliance is uniquely <br />qualified to handle every aspect of the reviews. We can offer the City a personalized and <br />unique approach that ensures the City will maximize recoveries, with the following benefits: <br />— Big Financial Results, Small Company Service — The City will not be hiring the name or <br />size of a firm, but instead, the expertise of 4 senior consultants with proven results in <br />finding and recovering missing monies for hundreds of local governments. <br />— Minimal Use of City Staff Time — We will personally execute the work and be directly <br />involved in the day -to -day management of the projects, thus requiring minimal <br />additional work, time or special assistance from City staff. <br />— Proprietary Analysis, Technology, Knowledge, and Methodologies — The City will <br />receive more accurate and timely recoveries as a result of our proprietary and <br />specialized electronic auditing tools, including geocading and financial analysis. <br />— Access to Experts and Project Manager — The City will have direct contact with us, and <br />we will be available to address your concerns and timely execute the projects. <br />1003 Kewannee Trail, Maitland, FL 32751 (407) 484-0543 gashpaugh @cfl.rr.com <br />15 <br />
