EXECUTIVE SUMMARY <br />The detailed Scopes of Work set forth in this proposal provide the plans for how the above are <br />accomplished. These include: (i) our understanding of the data needed and necessary to <br />execute the job; (ii) the tools we have in the form of proprietary software, methods and models <br />to analyze the data and quantify any discrepancies: (iii) our knowledge of the latest revenue <br />streams and methods of tracking those revenues; and (iv) our ability to work as a team to <br />collect the amounts due to the City. <br />Why Allixa is the Right Choice far the City <br />We have listed the core strengths that identify why we believe we are the best choice for the <br />City, and what differentiates us from our competition. These strengths include: <br />1. Successful Results — We have unparalleled experience in meeting the needs of our <br />clients in these areas that has resulted in retaining several major clients for well over <br />a decade. Our combined experience has achieved recoveries exceeding $25 million. <br />2. Unique Tools — We have proprietary software and methods that accurately identify <br />the franchise fee base, as well as analyze the correct amount of franchise fees to be <br />paid to the City. <br />3. Personal Service — We are a cohesive team dedicated to personal service and <br />excellence. We are the individuals that will do the actual work and be in contact <br />with the City to discuss issues, resolutions, and any concerns. This intimate level of <br />personal service is the trademark of our work. With Dick Treich being located in <br />Castle Rock, we will be able to attend face to face meetings with the City for minimal <br />out -of- pocket expenses. <br />4. Experience with Franchisees - We have worked with both types of companies named <br />in the RFP and have unparalleled experience with Comcast. We have established <br />contacts and working relationships with Comcast's accounting staff. We have <br />negotiated and executed non - disclosure agreements with franchisees for over a <br />decade. <br />5. Expertise — We bring over 60 years of combined experience with documented <br />results. Garth Ashpaugh, the project manager, and Dick Treich have provided expert <br />testimony before city and county councils, public utility commissions, and state and <br />federal courts on the same issues that we anticipate we will find in the City. <br />6. Effective Negotiators — The dollars identified and reported as underpayments may <br />be different from the actual recovery payments to the City. We are effective <br />negotiators and will ensure that the City obtains the maximum recovery. <br />7. No Conflicts of Interest — Allixa works exclusively with municipalities. Other audit <br />and recovery firms also have commercial or utility firms as their clients. These <br />relationships create interests that compete with the interests of a municipal client. <br />By working exclusively with municipalities, the Louisville Allixa Audit Team is able to <br />deliver a highly unique and beneficial service without concerns of conflicts of <br />interest. <br />2 <br />18 <br />
