Fire Marshalls Association of Colorado and the Louisville Fire Protection District <br />recommended the adoption of the 2009 code with the inclusion of the residential <br />sprinkler requirement; but, in that action they recommended postponing the <br />enforcement of the residential sprinkler requirement until 2013. <br /> <br />The BCBOA recommended City Council eliminate the sprinkler requirement <br />section from the 2009 Code until such time as the State of Colorado could work <br />out the licensing issues. The BCBOA recommended City Council defer the <br />decision to the 2012 code cycle. In the end, the Louisville City Council chose to <br />remove the residential sprinkler requirement in 2009. <br /> <br />Subsequently, the State of Colorado has removed its prohibition of plumbers <br />installing sprinkler systems. <br /> <br />Staff presented the 2012 Building Code update in a draft ordinance for BCBOA <br />review September 19, 2013. The draft ordinance included the city staff and fire <br />district recommendation for including the residential sprinkler requirements for all <br />residential structure types. <br /> <br />PROPOSAL <br />The attached draft ordinance represents city staff and the Louisville Fire <br />final recommended amendments to the LMC to <br />adopt 2012 Edition of the International Building Code and associated documents. <br />Also included in this package are two alternative residential sprinkler <br />requirements the BCBOA requested staff develop for final consideration. <br /> <br />Note the International Green Construction Code is not included in the family of <br />documents recommended for adoption by reference with the 2012 update. In <br />applicable to Chapter 15, Buildings and Construction. Rather, document <br />establishes guidelines and standards applicable to Chapter 17, zoning. As such, <br />it is staff recommendation the Green Construction Code not be adopted by <br />reference in Chapter 15. <br /> <br />Staff acknowledges the Green Construction Code has numerous concepts <br />worthy of discussion and consideration; however, these discussions should be <br />vetted through the context of Chapter 17 and the upcoming small area and <br />neighborhoods plans and not through building code updates. <br /> <br />STAFF ALTERNATIVE <br />A number of modifications to the 2009 <br />documents and specific items in the LMC are included in the draft ordinance. <br /> <br />Two primary modifications from 2009 Building Codes are included in the draft <br />ordinance: <br /> <br />1. A requirement to fully sprinkler ALL new residential structures constructed in <br />Louisville; and, <br /> <br />2. Establishing Appendix D, Fire Apparatus Access Roads, in the 2012 International <br />Fire Code as a guideline, not a standard. <br /> <br />
