City Council <br />Meeting Minutes <br />October 1, 2013 <br />Page 13 of 15 <br />Council member Loo supported Council questions and discussion in a public meeting. <br />Council member Jasiak inquired about the budget for flood damage and inquired where <br />the funds would come from. City Manager Fleming stated the funds are anticipated from <br />reimbursements from insurance, FEMA, the Federal Highway Authority and also from <br />fund transfers. <br />Council member Keany requested the Special City Council meeting to discuss the <br />budget be held in the City Council chambers and be televised. There was Council <br />consensus. <br />COUNCIL COMMENTS, COMMITTEE REPORT, AND IDENTIFICATION OF FUTURE <br />AGENDA ITEMS <br />Mayor Pro Tem Dalton requested a future agenda item include whether the City Council <br />would be interested in televising the Historic Preservation Commission meetings. <br />Mayor Muckle reported the US 36 Phase II is going to final design in November. <br />Planning Director Russ reported Phase II is moving forward now; 30% percent of the <br />design documents will be submitted to the City on October 14 and the City will have <br />seven days to respond. 60% design documents are expected to be submitted at the <br />end of November, with a seven day response time. The design packages include all <br />structural work, grading work, utilities, and pavement marking. The Public Works <br />Department will be leading the review of the design work. It is expected the 100% <br />design documents will be received in late December, with construction to begin on <br />February 1, 2014. <br />City Attorney Light requested a motion to set a public hearing for the 2014 Budget for <br />October 15, 2013. He also requested a motion for the October 8, 2013 Study Session <br />be a Special City Council Meeting to be held in the City Council Chambers. <br />MOTION: Mayor Muckle moved to set a public hearing for the 2014 Budget and the <br />2014 -2018 Capital Improvement Plan for October 15, 2013, seconded by Mayor Pro <br />Tem Dalton. All were in favor. <br />MOTION: Council member Keany moved the October 8, 2013 Special City Council <br />Meeting be held in the City Council Chambers, seconded by Mayor Pro Tem Dalton.
