City Council <br />Meeting Minutes <br />October 1, 2013 <br />Page 4 of 15 <br />Public Works Director Kowar confirmed the South Water Treatment Plant is offline due <br />to the nonfunctional pipeline. He noted the water quality of the reservoir is fine although <br />there is sediment, which would normally go to the Waste Water Treatment Plant. <br />Council member Keany asked if the North Water Plant is adequate to meet the needs of <br />the City. Public Works Director confirmed the North Water Plant is adequate. Residents <br />are asked to use water wisely. <br />PUBLIC COMMENTS <br />Claire Allen, 575 Augusta Drive, Louisville, Co thanked Public Works Director Kowar, <br />Operations Foreman Jeff LeBeck and all the City staff for helping them save their home. <br />Her concerns centered on the flow of the water at the golf course and asked this be <br />considered to protect the neighboring homes. She supported a fund for a plan, which <br />would address property lines to ensure this type of flooding does not occur again. <br />Sandy Stewart, 645 Augusta Drive, Louisville, CO voiced his support for the budget <br />proposal to allocate funds to rehabilitate the golf course. He urged Council to take a <br />strong leadership position in expediting the work and recognize the longer the course <br />remains closed it will have an adverse effect on the City's image, revenue and on <br />property values. He voiced his appreciation for the negotiations with FEMA, Insurance <br />Carriers and Western Golf Properties. He noted it is critical for all deferred maintenance <br />to be performed during the rehabilitation to forego any further closures. <br />Ken Gambon, 607 Augusta Drive, Louisville, CO thanked the City crew members Hugo, <br />Wayne and Matt, who showed up early in the morning to help sand bag the area. He <br />also thanked the City Directors for their staffs time. He outlined the hours and days he, <br />friends and family worked to clear water from home. He thanked Parks and Recreation <br />Director Stevens for removing the mud, which had a very bad odor. <br />Dennis Maloney, 314 Diamond Circle, Louisville, CO stated he is on the Springs of Coal <br />Creek HOA Board. He explained holes 3 & 4 at the golf course never drained correctly <br />and during the flood the water there was four feet high. He thanked the City staff and <br />the City Council for their commitment to rebuild the golf course. <br />John Ohannessian, 569 Augusta Drive, Louisville, CO stated his house is the highest on <br />Augusta Drive and was not affected by the flood. He stated the water along Augusta <br />Drive rose to almost seven feet. He urged Council to make revisions to the golf course, <br />to avoid major flooding again. <br />COUNCIL COMMENTS <br />Mayor Muckle asked what items on the golf course would be covered by the City's <br />insurance and by Western Golf's Insurance. Deputy City Manager Balser stated staff <br />will meet with both insurance companies this week to determine coverage. <br />
