City Council Budget Retreat <br />Meeting Minutes <br />June 27, 2013 <br />Page 5 of 13 <br />Council member Loo requested clarification for a CIP request of $50,000 for school <br />safety. The School District is looking at eliminating bus services at that location. The <br />request would provide enhanced crossing opportunities for school children. The Public <br />Works Division is looking at grants for upgrades at school intersections. <br />PUBLIC COMMENTS <br />Shelley Shields, 761 St. Andrews Lane, Louisville, CO explained currently there is a <br />school bus service, which safely provides access to Monarch K-8. <br />Shawn Martin, 810 Spyglass Circle, Louisville, CO noted the request is also to lower the <br />speed limit for safe crossing for school children. <br />Virginia Brown, 691 St. Andrews Lane, Louisville, CO stated parents are looking for safe <br />routes to Monarch K-8 and Monarch High School once the school bus route is <br />eliminated. <br />COUNCIL COMMENTS <br />Council member Loo suggested the Police Department enforce the speed limits on <br />Dillon Road. Police Chief Goodman explained the police department does not have <br />enough officers or cars to patrol thisarea. Police cars and School Resources Officers <br />schools. City Manager Fleming explained theprojection for <br />benefits and positions includes $350,000 over a five-year period for additional police <br />officers (to fill one-vacancy and add one new position) and other City departmental <br />staffing, including Information Technology.It was noted the school district has provided <br />aone-year grace period prior to ending bus services. <br />Council member Loo was not in favor of shifting the street reconstruction project and <br />would have preferred to have prior notice. City Manager Fleming stated the City was <br />not aware of the state and federal funding for the current Highway 42 project proposal <br />or the Diverging Diamond Interchange when the 2013 budget was completed. <br />Mayor Muckle commended City Manager Fleming for balancing the capital projects to <br />accommodate for the Diverging Diamond Project. <br />City Manager Fleming addressed the service facility and proposed a possible new <br />location which could increase the cost of the facility. They have looked at different <br />options including keeping the structure on the property or relocating it to the CTC area. <br />It may make sense to shift the facility to a larger area. Both Public Works and Parks <br />staff have stressed it will be a very challenging to continue operations while a new <br />facility is being built at the site.
