City Council Budget Retreat <br />Special Meeting Minutes <br />June 27, 2013 <br />Page 8 of 13 <br />Council member Loo felt the fire sprinklers for City Hall was a great idea and long <br />overdue.She questioned the Walnut Street Bike Boulevard funding source. City <br />Manager Fleming stated the project is in the Capital Projects Fund. <br />Council member Loo opposed the $40,000 funding for decorative newspaper vending <br />machines.Council member Jasiak inquired if this was a part of the downtown gathering <br />area. City Manager Fleming stated it was proposed for 2015. <br />Council member Loo inquired about the amount of Xcel Energy rebate available for the <br />library building automation and about the payment over a period of years. Staff <br />responded $10,000 in 2015, part of it is payback and part is a controlled level of <br />comfort. It is currently being used at the Police Department and Recreation Center. <br />Council member Jasiak reported attending a Sustainability meeting, where David <br />Szabados reported substantial savings. <br />Council member Loo suggested controlling temperature of the facilities remotely.She <br />inquired about reimbursement for Downtown Parking Transit Projects. Deputy City <br />Manager Balser stated there may be opportunities for reimbursement for items RTD <br />would have done that are associated with FasTracks. <br />Council member Loo <br />painting. Public Works Director Kowar explained the part contracted out is the long <br />double stripe line, which is done overnight by a contractor. The detail work is done <br />more economically by the City crews. <br />Council member Loo asked for an estimate for repainting the curbs. Public Works <br />Director Kowar stated the painting of curbs is in progress and the cost is under $5,000. <br />Council member Jasiak supported curb painting. <br />Council member Loo addressed the Art in the Park Project and voiced her preference to <br />have an Arts Master Plan prior to budgeting for art and staffing. Mayor Pro Tem Dalton <br />stated prior to approving an Arts Master Plan a determination should be made on what <br />elements should be included. City Manager Fleming stated they are working with the <br />Cultural Council. <br />PUBLIC COMMENT <br />Susan Honstein, Cultural Council member, stated the Cultural Council is trying to fulfill a <br />commitment promised to the residents with the development of the Community Park. <br />Council member Loo addressed the water system tie-in to Town of Superior for their <br />Town Center and asked if there will be capacity. Public Works Director Kowar explained <br />Superior has the water capacity and are under capacity on the wastewater side. <br />26 <br />
