City Council Budget Retreat <br />Special Meeting Minutes <br />June 27, 2013 <br />Page 10 of 13 <br />Capital Projects Golf Course Forecast:City Manager Fleming stated the suggestion <br />of shifting funding for the golf course sprinkling system funded out of the Capital <br />Projects fund with a transfer to the Golf Course Fund will improve the Capital Projects <br />budget in 2016. <br />COUNCIL COMMENTS <br />Mayor Muckle voiced his support of upgrading the golf course sprinkling system. He <br />supported the CIP Project and the method for balancing the budget. <br />Council member Sackett also supported golf course improvements. He explained many <br />letters were received about the poor condition of the course and in a very short time, the <br />conditions were improved.Parks and Recreation Director Stevens noted the Golf <br />Course Advisory Board and Western Golf Association toured the Coal Creek Golf <br />Course. Parks and Recreation Director Stevens toured six other golf courses and all <br />agree this has been the worst year for golf course conditions in their history. Adverse <br />weather and late spring snow storms had an impact on the courses. He noted Western <br />Golf went to work immediately and within two weeks the course recovered. <br />Combined Utility Funds Forecast: City Manager Fleming addressed the $17 million <br />dollars to be spent on Capital Projects. With the rates increases the fund balance will <br />be built back in 2016 and 2017.Council member Loo inquired where the Historic <br />Preservation Funds are shown. Finance Director Watson explained that the Historic <br />Preservation Fund is not included as part of the CIP. <br />COUNCIL COMMENTS <br />Council member Loo noted there are items not listed in the budget or in the capital <br />project budget. She asked how those items fit into the budget process. City Manager <br />Fleming stated some projects do not require any funding, such as development of a <br />policy; other projects will not be funded, unless Council directs staff to go forward. <br />City Manager Fleming stated if a project is a top priority it will beincluded in the budget. <br />Parks and Recreation Director Stevens explained some of the recommendations made <br />by the Golf Course Advisory Boards will be funded by Western Golf Association. <br />OBJECTIVES AND GOALS FOR 2014 <br />PRELIMINARY 2014 CITY COUNCIL GOALS <br />Deputy City Manager Balser explained staff is seeking Council discussion of the priority <br />objectives and goals for 2014. <br /> CITIZEN SERVICES: evaluate communication strategies, access to public <br />information, and new electronic services we might offer. <br />28 <br />
