PUBLIC COMMENTS Mike Frontczak, 643 Fairfield Lane, Louisville, CO addressed the restrooms at the Arboretum and felt it has priority over the restrooms at Aquarius. He noted there is more traffic at the Arboretum. He felt the Arboretum could serve as an alternative for the Arts Center. He urged Council to rearrange the order of the restrooms. Peter Stewart, 1132 Jefferson Avenue, Louisville, CO stated he is a member of the Historic Preservation Commission. He referred to the ballot language, which indicates the funds to be used for financial incentives for historic preservation rather than for staff salaries. He disagreed with the staffing salaries coming out of the Historic Preservation Funds. He stated historic preservation is part of the core values and he requested the wishes of the voters be respected. Susan Honstein, 727 Pine Street, Louisville, CO addressed the annual fees and explained the Arts community sees themselves as a partner with the citizenry. The LCC was previously funded at $10,000 per year and then funding was reduced to $5,000 during the economic downturn. It was increased in 2012 to $8,000 and reduced to $5,000 in the 2014 budget. She addressed the $32,000 fund balance and explained they were given $10,000 for the Art in the Park program and were asked to do fund raising, which brought in an additional $6,000. The balance of the checking account is equivalent to their operating budget, which they feel it is prudent to keep in case of another economic shift. Their annual committed funding has been $8,000 from the City and $1,500 from the SCFD. She addressed the Art Coordinator position and felt an Administrative Assistant is appropriate. She felt there should be more public involvement in setting the lobby fees. Jean Morgan, 1131 Spruce Street, Louisville, CO asked Council to consider restrooms at Memory Square. She explained there are no restroom facilities available when the Art Center or swimming pool is closed. She addressed the HPF being used for staffing and asked for an accounting of those charges. She also addressed the open space tax and expressed her desire for a set amount to be allocated annually for open space purchases. She read a newspaper article about the renewal of the open space tax, where it was noted no new open space land would be purchased without the tax. John Leary, 1116 LaFarge, Louisville, CO addressed the Historic Preservation Fund and stated it was never intended to be used for staffing. COUNCIL COMMENTS
