City Council <br />Meeting Minutes <br />October 15, 2013 <br />Page 17 of 23 <br />inquired whether the $1,500 fee for the Art Center rental was to cover the cost of heat <br />and cleaning. Susan Honstein stated the LLC felt the $1,500 rental fee shifted the <br />relationship with the City from a partnership to a tenant. They felt they were not involved <br />in the conversation about the fees. They agreed to pay the rental fee, but wanted to <br />receive the recognition they provide a service to the City and not just a user of a facility <br />the City owns. <br />Council member Keany questioned whether the $1,500 fee was an appropriate amount. <br />He supported the funding of $8,000 for 2014 and the $1,500 rental fee. Mayor Muckle <br />concurred with Council member Keany. <br />Council member Jasiak felt the arts community is a benefit to the community and <br />supported reducing the rental fee for the Arts groups and increasing the rental fee for <br />other groups. <br />Council member Yarnell agreed Art is a partnership and charging a user's fee is not a <br />partnership. She supported a partnership assessment and funding the LLC the $10,000. <br />There was Council support for funding the LLC $10,000 in 2014 and a $1,500 rental fee <br />and the City Manager's recommendation for the job description for the Art/Special <br />Events Coordinator. Council member Loo supported an Arts Master Plan. <br />Memory Square Pool: Council member Jasiak stated she would appreciate more <br />public time at Memory Square Pool. <br />Bench Fee for Trainers at Recreation Center and Lobby Usage: There was Council <br />support for the City Manager's recommendation on the bench fees. Council member <br />Loo inquired about the lobby usage fees for the library. Library and Museum Director <br />Barrett explained 501 (c) (3) organizations based in Louisville or Superior do not pay a <br />fee, but commercial or business groups do pay a fee. Council member Loo voiced her <br />concern over an inconsistent policy with respect to 501 (c) (3) organizations. City <br />Manager Fleming stated the Recreation Center would follow the Library Lobby Usage <br />policy. <br />Strategy for Flood Mitigation Must Be Included in the Golf Course RFP: Mayor <br />Muckle suggested the Council allow the staff and the consultants to work out the details <br />on the flood mitigation throughout the City. Council member Sackett recommended the <br />Mayor and Mayor Pro Tem work with staff on the golf course issues. <br />Increase Tree Budget: There was Council consensus on the City Manager's <br />recommended budget. <br />Harper Lake Restrooms to Precede Aquarius: Mayor Pro Tem Dalton proposed the <br />Harper Lake and Aquarius restrooms be a future budget item and the design work for <br />the restrooms at the Arboretum be included in the 2014 budget and be built in 2015. <br />
