City Council <br />Meeting Minutes <br />October 15, 2013 <br />Page 21 of 23 <br />Mayor Pro Tem Dalton was agreeable to a waiver for a 231 SF sign. Council member <br />Loo asked for a comparison of the requested sign. Planning Director Russ stated this <br />sign will be the biggest sign in Louisville. <br />Council member Sackett supported the proposal. <br />Council member Loo asked if the 231 SF sign would set a legal precedent. City <br />Attorney Light explained if a new use comes in, they are not entitled to the waiver on the <br />sign. Council members Loo, Jasiak and Yarnell supported the 231 SF waiver for the <br />signage. <br />MOTION: Mayor Muckle moved to approve Resolution No. 53, Series 2013, including <br />the waiver for a maximum sign of 231 SF, seconded by Council member Jasiak. All were <br />in favor. <br />City Attorney Light clarified if another business came in the sign waiver would not apply. <br />DISCUSSION /DIRECTON /ACTION — 2014 POLICY SURVEY <br />Mayor Muckle requested a staff presentation. <br />Public Information Manager Muth reported earlier this year the City Council discussed <br />conducting a policy survey to gather information to determine if the residents are willing <br />to support additional taxation to fund capital projects and long -term expenditures. <br />The survey could cover the following items: <br />Policy Questions: <br />• Additional tax revenue (property tax, sales tax) <br />• Expanding Uses of Historic Preservation Funds to cover Museum operations <br />• Other non - financial policy questions (special events, resource conservation, <br />single - hauler program). <br />Long -Term Fiscal Structural Issues <br />• Funding of existing service levels <br />• Expanding service levels /programs <br />• Long -term maintenance and staffing costs <br />• Adjusting the current allocation of sales tax between Capital Projects and <br />• General Fund <br />• Support for bonding for large capital projects and a prioritization of such projects: <br />• Recreation and Senior Center expansion <br />• Parking facilities in downtown <br />• Museum expansion <br />• Park amenities <br />• Performing Arts and /or Community Center <br />
