City Council <br />Meeting Minutes <br />October 15, 2013 <br />Page 5 of 23 <br />The City continues to request the services of Western Golf Properties, LLC, and <br />provided written notice to Robert Heath, CEO of Western Golf Properties, LLC with <br />letters identifying concerns relative to the Golf Course Operating Management Services <br />Agreement. Western Golf Properties has, in staff's view, failed to take the initiative <br />necessary to assess damages at Coal Creek and has shown little interest in developing <br />reconstruction plans for Coal Creek Golf Course. He stated this is a great opportunity <br />for the City to assess how they want to operate the Coal Creek Golf Course. He <br />explained it is typical for municipal golf courses to be run much like the recreation <br />center. The City could operate the golf course; manage the pro shop, the concessions <br />and restaurant and maintenance operations. The pro shop and /or concessions could <br />also be contracted out. He stated the City could generate revenue if the golf course can <br />be rehabilitated. A Pro Shop line of credit for merchandise and inventory would cost <br />approximately $250,000. The biggest item would be the maintenance of equipment and <br />whether it is leased or purchased. If Council so desired he could work with the City <br />Manager and the Finance Director to develop a program for the City to manage all <br />aspects of the golf course operations. <br />Staff recommended Council affirm staff's proposed approach to golf course <br />reconstruction, management, operations and maintenance and recommends the City <br />consider terminating the current Operating and Management Services Agreement with <br />Western Golf Properties, LLC. <br />COUNCIL COMMENTS <br />Mayor Muckle asked Parks and Recreation Director Stevens to comment on the flood <br />plain issues as part of the golf course reconstruction. Parks and Recreation Director <br />Stevens spoke to several homeowners along the golf course, who had flood damage <br />and are interested in flood mitigation. He stated the Public Works Department will be <br />involved in this project as well. He noted the irrigation companies and drainage district <br />have an interest in the area along the Coal Creek corridor and there is an interest in <br />Coal Creek; the Riparian corridor and Coal Creek trails, which run adjacent to Coal <br />Creek Golf Course. He stated there are lots of parts and pieces to flood mitigation. <br />Council member Jasiak inquired whether the OSAB was involved in the drafting of the <br />RFR Parks and Recreation Director Stevens stated there were not, but they will have <br />an opportunity to review the RFP at their next meeting. <br />Council member Jasiak agreed it is an opportunity to review the Western Golf <br />Properties contract. <br />Mayor Pro Tem Dalton addressed the Summit Club members and recommended <br />formulating a plan to accommodate those members. He also agreed it is an opportunity <br />to reassess the golf course management contract. <br />
