Improving Accountability <br />He explained at the October 1st City Council meeting, Council requested more detail <br />regarding transfers between funds and how funds are allocated for flood efforts. The table reflects the anticipated revenue and <br />replacement costs. He noted the reconstruction cost for the bridge has significantly <br />increased and the projections do not include the replacement cost for the water intake <br />facility at Eldorado Springs. <br />Public Works Director Kowar reported on meetings with the Federal Highway Authority <br />on the design concept for the new bridge, which has increased the replacement cost <br />from $1 Million to $2.1 Million dollars. It is estimated the City's water intake structure <br />will be on line on October 9th. Staff will meet with the City's consultant for design and <br />reconstruction of the facility next week and will provide cost estimates. A new design will <br />improve the day to day operations and save on the number of man hours to monitor and <br />change flow of the water. <br />Mayor Muckle inquired about the meetings with FEMA relative to the Golf Course. City <br />Manager Fleming reported on a tour of the golf course with FEMA. Deputy City <br />Manager Balser reported the golf course repairs are covered however it is a question of <br />what is reimbursable. Staff will be making applications for those reimbursements. <br />City Manager Fleming reviewed two tables, which summarized the transfer between <br />funds. The General Fund will transfer $5,000,000 to the Capital Project Fund primarily <br />for flood reconstruction; $1,625,000 to the Golf Course Fund. The reconstruction of the <br />golf course is estimated to be completed by July of 2014. <br />
