Special Meeting Minutes
October 8, 2013
1. Flood Reconstruction
2. Major Capital Projects
3. Street Resurfacing
4. Maintaining Core Service Levels
5.
6. Expanding Services
7. Improving Accountability

st
He explained at the October 1 City Council meeting, Council requested more detail
regarding transfers between funds and how funds are allocated for flood efforts. He
reviewed the schedule of flood reconstruction projects from the 2014-2018 CIP. 2014
recommended budget is as follows:
Project Project FEMA FHWA Net Project
Description Cost Grant Grant Cost
Trails Reconstruction $1,000,000 $750,000 $ 250,000
Public Works Reconstruction 1,000,000 $750,000 $ 250,000
Golf Course Reconstruction 6,500,000 $4,875,000 $1,625,000
Totals $8,500,000 $5,625,000 $750,000 $2,125,000
City Manager Fleming noted the numbers may change significantly, but in all cases the
City is anticipating receiving reimbursements up to 75% from FEMA and possibly 85%
from the Federal Highway Authority. The table reflects the anticipated revenue and
replacement costs. He noted the reconstruction cost for the bridge has significantly
increased and the projections do not include the replacement cost for the water intake
facility at Eldorado Springs.
Public Works Director Kowar reported on meetings with the Federal Highway Authority
on the design concept for the new bridge, which has increased the replacement cost
from $1 Million to $2.1 Million dollars. It is estimated theintake structure
th
will be on line on October 9. Staff will meet with consultant for design and
reconstruction of the facility next week and will provide cost estimates. A new design will
improve the day to day operations and save on the number of man hours to monitor and
change flow of the water.
Mayor Muckle inquired about the meetings with FEMA relative to the Golf Course. City
Manager Fleming reported on a tour of the golf course with FEMA. Deputy City
Manager Balser reported the golf course repairs are covered however it is a question of
what is reimbursable. Staff will be making applications for those reimbursements.
City Manager Fleming reviewed two tables, which summarized the transfer between
funds. The General Fund will transfer $5,000,000 to the Capital Project Fund primarily
for flood reconstruction; $1,625,000 to the Golf Course Fund. The reconstruction of the
golf course is estimated to be completed by July of 2014.
23
