Special Meeting Minutes <br />October 8, 2013 <br />Page 5 of 12 <br />Council member Loo requested clarification on the two staff members whose salaries <br />will be taken out of the Historic Preservation Commission and their job descriptions. City <br />Manager Fleming would provide the job descriptions to Council prior to the next Council <br />meeting. He addressed the position of Arts and Special Events Coordinator, and <br />explained the City currently contracts for a Special Events Coordinator. The proposal is <br />to combine the Special Events Coordinator with the Arts Coordinator as a full-time <br />position. This person would work in <br />Relations Manager Meredyth Muth. <br />Council member Loo addressed the Arts and Events Coordinator and stated her <br />understanding that this person would also be responsible for getting grants and <br />pursuing economic development with regards to the Arts.She requested a job <br />description. City Manager Fleming will present a job description for the position. He <br />outlined the responsibilities for the position which would include grant activities, <br />economic benefits for the Arts and events planning. <br />Council member Loo asked if there is an Arts Master Plan in the budget. City Manager <br />Fleming stated it would be the responsibility for this position to determine whether it <br />could be accomplished in-house or through outside agencies. <br />Council member Loo asked if the salary is appropriate for this very special position. <br />City Manager Fleming stated it felt it was and noted all the City employees hold very <br />special positions. <br />Council member Jasiak inquired about the level of service for street paving and <br />requested more information. City Manager Fleming stated the City performs a <br />pavement condition index survey, which evaluated pavement throughout the City to <br />identify the road conditions. Staff referred to the CIP sheet in the packet on repaving. <br />Additional information will be included in the next packet materials. <br />Council member Loo addressed moving the paving of McCaslin to 2018. She stated <br />pushed out to 2018. Public Works Kowar explained there is a Pavement Improvement <br />Program, which provides a certain score for a 10 to 20 year period for the streets <br />throughout the City. The 10 and 20 year marks are based on the budget. He noted a <br />lot can happen within 10 to 20 years, but the program provides a guideline. The funding <br />level for 2014 was reduced however the 5-year plan for paving has been upheld. He <br />explained it is a blended plan. <br />Council member Loo addressed the arterials and stressed their importance. She noted <br />McCaslin is a gateway to the City. She stated the budget request for a study for a road <br />diet at Via Appia and Cherry Street to reduce the number of travel lanes would reduce <br />the road maintenance, but create congestion. She requested the study be removed <br />totally from the budget. <br />26 <br />
