PRESENTATION COAL CREEK GOLF COURSE RECONSTRUCTION AND OPERATIONS MANAGEMENT Mayor Muckle requested a City Attorney introduction. Parks and Recreation Director Stevens reported onthe recent flood, which caused significant damage to the Coal Creek Golf Course. To assess the damage and develop a plan for reconstruction staff has been working with representatives from Phelps- Atkinson Golf Course Architects, Irrigation Technologies, Western Golf Properties and the Federal Emergency Management Agency (FEMA). Because the flood damaged or destroyed many of the components of the golf course sprinkler system it is not currently possible to determine the full extent of the damage to thesystem.All estimates of reconstruction costs are subject to significant revision at this time. The golf course is closed and staff is working to coordinate reconstruction of the golf course to current industry standards and mitigate future flood potential where it is feasible. Staff is also Plan. Staff is finalizing a Request for Proposals for qualified teams to provide design/build services at Coal Creek Golf Course. Responses to the RFP are due in early November and staff will bring a recommendation to City Council at the November 15 meeting. The design-build program will be faster and more cost-effective than a design, bid, and build process. This approach will enable as much work as possible be completed, including flood mitigation, to ensure the golf course is operational next year. This work would also include the responsibility for coordination of submittal reviews and permitting processes (including those with Federal agencies) and provide the calculations, pricing information and supporting documentation the City must submit to FEMA and other agencies for reimbursement of construction costs related to the flood disaster. The goal is to re-open the Coal Creek Golf Course by mid to late summer 2014, assuming it is not necessary to conduct a detailed federally-regulated study, review or to secure federal approval prior to construction activities occurring in the Coal Creek flood plain. 37
