Meeting Minutes <br />October 15, 2013 <br />Page 14 of 23 <br />COUNCIL COMMENTS <br />Council member Jasiak stated there may be residential streets in dire need of <br />resurfacing and the Council will weigh in on which streets will need to be repaired. <br />Public Works Director Kowar reviewed a slide on the projection for the street programs <br />annual funding level and the projections if only the arterials receive work in lieu of <br />residential streets. He noted residential streets do not deteriorate because of the limited <br />usage in comparison to arterial streets. Staff concurs with maintaining the arterial <br />streets within the 70% levels with the funding available and maintaining residential <br />streets as needed and reviewing the program on an annual basis. <br />COUNCIL COMMENTS <br />Council member Loo expressed her confusion over the funding and asked if there is <br />enough money to do the arterial streets now. Public Work Director Kowar stated if there <br />-year <br />period. He felt within the five-year plan the roads would be reconstructed within the <br />amount budgeted. <br />Council member Loo voiced her uncertainty on whether the budgeted amount would <br />reconstruct an arterial street. City Manager Fleming stated the $1.25 million for one <br />arterial street and appropriating the same amount in 2015 will allow the reconstruction <br />of the other main arterial. In out years the residential, local and other portions of arterial <br />streets would be reconstructed. <br />Mayor Pro Tem Dalton asked for clarification that within the $1.25 million there is some <br />money in the budget allocated for residential streets. Public Works Director Kowar <br />confirmed there was. He stated the budget is done at a very high level to reconstruct <br />arterials and unanticipated local residential streets. He stressed it is a balance, but felt it <br />is a good five-year plan. <br />Job Descriptions for the Preservation Planner and Arts/Events Coordinator. <br />Council was presented with the two job descriptions. City Manager Fleming explained <br />the job descriptions are based on similar job descriptions received through Colorado <br />Municipal League or the Mountain States Employment Council. He felt the Arts/Special <br />Events Coordinator should be set at a higher level than an Administrative Assistant <br />because of the level of communication skills required. <br />Via Appia Road Study:Staff suggested calling it a project scoping exercise and <br />anticipates a lengthy public involvement component to gain feedback and consider all <br />potential alternatives. <br />Police Department Staffing Justification: Justification for police department staffing <br />requests for two positions. City Manager Fleming explained one of the positions is filling <br />a position, which was kept vacant over a period of years. <br />47 <br />
