Meeting Minutes <br />October 15, 2013 <br />Page 16 of 23 <br />Open Space Conservation Trust Fund:There was Council support for the City <br />.Mayor Pro Tem Dalton requested a set amount set <br />aside in the 2015 budget for open space acquisition. Council member Keany requested <br />an inventory of open space acquisitions and a table listing the amount available for <br />purchases. Council member Jasiak wanted to know there is funding available for the <br />open space acquisition and requested the list of potential open space properties be <br />refined to show the most desirable acquisitions. <br />Historic Preservation Funds: Mayor Pro Tem Dalton asked what the Planning Director <br />would do if he did not receive funding from the HPF fund. Planning Director Russ stated <br />he would request funding through the General Fund. <br />Mayor Pro Tem Dalton asked City Attorney Light about the ballot language with respect <br />to the funding of staff. City Attorney Light explained in addition to incentives only, the <br />ballot language addresses historic preservation programming, architectural surveys and <br />demolition reviews. He noted a significant public partnership for the grain elevator would <br />qualify for the administrative funds. He felt there was sufficient direction in the ballot <br />language to support staff funding. <br />Mayor Pro Tem Dalton inquired about the total FTE time for the Preservation Planner. <br />Planning Director Russ stated it is approximately .8 FTE time and the balance is for the <br />time spent for the Planning Director and City Manager in preparation of the Council <br />packet . <br />Council member Keany inquired about the incentive fund balance and stated at one <br />time there were some large commercial historic preservation projects. Planning Director <br />Russ stated the budget allows for one $250,000 commercial landmarking.Principal <br />Planner McCartney stated there are approximately four residential landmarkings per <br />year. <br />Council member Yarnell felt the staff funding should come out of the General Fund. <br />Council member Loo supported the HPF <br />becoming a loan fund. <br />recommendation, but felt this should be reviewed in the 2015 budget. <br />Mayor Muckle wanted to ensure the funding supports the preservation incentives and <br />activities. He suggested the job description for the Preservation Planner be modified to <br />include arequirement for preservation education and experience rather than simply a <br />preference for it. Council member Jasiak felt the intent of the voters for the Historic <br />Preservation Funds was for incentives. <br />Fees for the Arts Center:Council members <br />recommendations for the budget. Mayor Pro Tem Dalton supported a modest fee for the <br />Art Center users and funding the LLC an additional $3,000. Council members Loo and <br />Keany also supported increasing the LLC budget to $ 10,000. Council member Keany <br />49 <br />
