CITY COUNCIL COMMUNICATION <br />AGENDA ITEM5E <br />SUBJECT: APPROVECONSTRUCTION AGREEMENT WITH ASLAN <br />CONSTRUCTION, INC., FOR 3-MILLION-GALLON TANK <br />IMPROVEMENTS <br />DATE: NOVEMBER 4, 2013 <br />PRESENTED BY: KURT KOWAR,PUBLIC WORKS DIRECTOR <br />SUMMARY: <br />The 3 million-gallon potable water storage tank located at the North Water Treatment <br />Plant has been showing severe signs of roof deterioration for many years. In 2012, <br />temporary roof support towers were installed to prevent roof failure, but a permanent <br />solution is necessary . Tank construction can only be <br />done outside of the irrigation season, when water demands are low. City staff has <br />broken down the required tank rehabilitation project into three phases, as is shown <br />below: <br /> Phase I Conduct a study analyzing tank repair and replacement alternatives, <br />recommending one alternative for the City to follow. <br /> Phase II Design of the recommended alternative. <br /> Phase III Construction of the recommended alternative. <br />Phases I, II, and construction oversight during Phase III were previously awarded to <br />Merrick & Company (Merrick). Phase III construction bids were solicited using a <br />competitive bid process and four bids were received: <br />CTB <br />ONTRACTOROTALID <br />Fischer Construction, Inc.$1,514,925 <br />Glacier Construction Company, Inc.$1,149,100 <br />RN Civil Construction$920,000 <br />Aslan Construction, Inc.$726,400 <br />Merrick has provided a recommendation for project award to Aslan Construction <br />(attached), who appears to be qualified for this project according to due <br />diligence. recommendation. <br />FISCAL IMPACT: <br />The 2013 approved Capital Improvement Plan provides $1,400,000 in account 051-498- <br />55840-07, 3MG Tank Roof Improvements.
