Louisville City Council Meeting <br />July 2, 2002 <br />Page 4 <br /> <br />Sisk stated that there would be an opportunity to review the Dash bus route within the <br />first year and he emphasized the importance of monitoring noise and ridership'of the <br />service. He suggested that citizens present issues for round table discussions with the <br />citizens advisory committee. He stated his belief that the Dash service should be tested. <br />He informed residents that former Judge Richard McLean is also an RTD representative. <br /> <br />Brown commended the citizens advisory committee for their service. He stated that the <br />Pine Street residents were not intentionally omitted from the notice of the Dash meetings. <br />He asked that the voice of the citizens be introduced into the conversation in the review <br />of the Dash service. He reported on an email from the Executive Director of the 36 <br />Transportation Maintenance, which stated the increased number of buses is significant. <br /> <br />REGULAR BUSINESS <br /> <br />ORDINANCE NO. 1391, SERIES 2002 - AN ORDINANCE CALLING A SPECIAL <br />ELECTION FOR NOVEMBER 5, 2002, TO BE CONDUCTED AS A <br />COORDINATED ELECTION, AND SUBMITTING TO THE REGISTERED <br />ELECTORS OF THE CITY A BALLOT ISSUE CONCERNING INCREASES IN <br />CITY DEBT AND PROPERTY TAXES FOR THE PURPOSE OF <br />CONSTRUCTING, EXPANDING AND RENOVATING RECREATIONAL AND <br />CULTURAL FACILITIES - 1st reading - set public hearing 7/16/02 <br /> <br />Davidson called for City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1391, Series 2002. <br /> <br />City Manager Bill Simmons reported that, Ordinance No. 1391 calls for a Special <br />Election on November 5, 2002, and a ballot question that would allow the City to issue <br />debt in the principal amount of $23.1 million dollars for the purpose of constructing a <br />new library, expansion and renovation of the Recreation/Senior Center, and an outdoor <br />swimming pool. Simmons reported the repayment cost of such a debt would be <br />$1,975,000 dollars per year. To support that debt, the question asks that the property tax <br />be increased to 5.340 mills (current levy 5.292). The question includes both the <br />authorization to issue the debt and to certify the mill levy up to 5.340 mills, with a sunset <br />clause of 20 years for the mill levy. <br /> <br />MOTION: Sisk moved that Ordinance No. 1391, Series 2002 be sent out for publication <br />and a public hearing be set for July 16, 2002, seconded by Keany. All in favor. Levihn <br />excused. <br /> <br />City Attorney Light pointed out that bond counsel has determined that in the first phrase <br />of the question, the word "maximum" is in the wrong place.
