Louisville City Council Meeting <br />July 2, 2002 <br />Page 6 <br /> <br />one-lot single-family subdivision located on the south side of Dillon Road and on the <br />southeastern edge of the Coal Creek Ranch Subdivision #4. The total lot size is 1.156 <br />acres and the 15% land dedication is. 173 acre. The zoning is SF-E, Single-Family Estate. <br />Johnstone addressed the 15% public use dedication of a public trail connection from St. <br />Andrews Lane to Dillon Road and that all parties agree that the trail will be a community <br />benefit. He noted that the annexation agreement required that the trail be ADA <br />compliant, however the Engineering Division determined that the trail is too small to be <br />constructed to the ADA standards and recommends that the social trail not be improved <br />at this time. However, at such time that an expansion/re-alignment to Dillon Road is <br />constructed, the City may reevaluate both the alignment and associated improvements to <br />the trail. He stated that a representative of the Coal Creek Ranch Home Owners <br />Association would express their support of the Final Subdivision Plat and the trail. He <br />stated that the annexation agreement provides an option to require a 15% cash <br />contribution. <br /> <br />Johnstone stated that the resolution has four recommended conditions of approval, which <br />are mainly housekeeping measures. Those conditions are: a conservation easement; <br />license agreement for new access; a subdivision agreement, and to clear a discrepancy in <br />the driveway/landscape plan. He stated that Staff recommends that it be submitted and <br />approved as part of the building permit review process. <br /> <br />Davidson called for Applicant presentation. <br /> <br />Todd Lovrien, 807 Spyglass, Louisville, CO, thanked the Mayor, Cotmcil and City Staff <br />for working with them in the development process. He addressed the public trail and <br />asked that it be accepted in lieu of an open space trail. He submitted sixty letters from <br />residents who support the public trail. He noted that he spoke with City Attorney Light <br />and Planner Martel relative to the trail, 'and they agree that there is very little liability for <br />the City. He summarized that the Staff and the Planning Commission are supportive of <br />the social trail in place of the open space dedication. <br /> <br />Ray Schlott, 647 Manorwood Lane, Louisville, CO, representing the Coal Creek Ranch <br />Home Owners Association, explained that the Lovrien property has been annexed to the <br />Home Owners Association. He noted that the proposal must comply with the <br />requirements of the annexation agreement. He stated that the house plans have been <br />submitted and were approved with the exception of the color of the shingles. He <br />addressed the social trail and stated that the HOA wanted the trail retained as is and <br />improved, if practical. Schlott stated that the HOA is supportive of the conditions of <br />approval and commented that the two easements already in existence are on Outlot I, <br />which is owned by the HOA and not the City. <br /> <br />COUNCIL COMMENTS <br /> <br />Sisk asked if Staff's recommendation is to accept the dedication of the lot and not a cash- <br />in lieu dedication.
