Louisville City Council Meeting <br />July 16, 2002 <br />Page 6 <br /> <br />choice; they prefer the partial ban on smoking. He stated that it is very expensive to have <br />separate ventilation systems and restaurant owners have invested money to operate a <br />business and want the flexibility to serve their customers based on the market demands. <br /> <br />COUNCIL COMMENTS <br /> <br />Davidson thanked the members of the Smoking Task Force Ibr their hard work. He <br />explained that, he requested and received an alternate ordinance from the Restaurant <br />Association, unfortunately, it weakened the authority of the City's current ordinance. <br /> <br />Mayer stated the issue is one of public health and safety and explained that restaurants <br />opening their establishments to the public are held to a higher standard than private <br />homes. He stated second hand smoke has been proven to be a serious health hazard and <br />noted restaurants employ a number of children that should not be exposed to second-hand <br />smoke. He voiced his support a complete ban on smoking in public places. <br /> <br />Sisk thanked the Smoking Task Force, stating they did an admirable job. He stated he <br />would not support waiting for state legislation and explained that his focus is on the <br />smoking issue in Louisville and not in other communities. He stressed that statistics show <br />second hand smoke is a health hazard and urged Council to adopt the total smoking ban. <br />He noted that the Boulder County has not adopted an ordinance banning smoking in <br />public places and urged the County Commissioners to adopt such legislation. <br /> <br />Levihn voiced his support for the total ban on the smoking, but not the exemption for <br />taverns. He stated that requiring separate ventilation systems would be cost prohibitive <br />for many of the local restaurants. <br /> <br />Davidson stated that separate ventilation systems are very effective. He voiced his desire <br />for a statewide ban on smoking in public places and concurred that taverns should not be <br />exempt. He stated he would support of a ban on smoking in public places. <br /> <br />Van Pelt thanked the citizens who spoke and appeared before Council. She voiced her <br />support of a ban on smoking in public places. <br /> <br />MOTION: Sisk moved that Council direct staffto prepare an ordinance that would ban <br />smoking in public places in Louisville, seconded by Mayer.
