Louisville City Council Meeting <br />July 16, 2002 <br />Page 9 <br /> <br />MOTION: Keany moved that Council approve Ordinance No. 1390, Series 2002, <br />seconded by Levihn. Roll call vote was taken. The motion passed by a vote of 6-0. <br />Brown excused. <br /> <br />ORDINANCE NO. 1391, SERIES 2002 - AN ORDINANCE CALLING A SPECIAL <br />ELECTION FOR NOVEMBER 5, 2002, TO BE CONDUCTED AS A <br />COORDINATED ELECTION, AND SUBMITTING TO THE REGISTERED <br />ELECTORS OF THE CITY A BALLOT ISSUE CONCERNING INCREASES IN <br />CITY DEBT AND PROPERTY TAXES FOR THE PURPOSE OF <br />CONSTRUCTING, EXPANDING AND RENOVATING RECREATIONAL AND <br />CULTURAL FACILITIES - 2nd reading - public hearing (advertised in the Daily <br />Camera 07/06/02) <br /> <br />Davidson called for City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1391, Series 2002. <br /> <br />Davidson called for Staff presentation. <br /> <br />Deputy City Manager Julie Boyd reported that, Ordinance No. 1391 authorizes a Special <br />Election on November 5, 2002, and a ballot question that would allow the City to issue <br />bonds in the principal amount of $23.1 million dollars for the purpose of constructing a <br />new library, expansion and renovation of the Recreation/Senior Center, and a outdoor <br />swimming pool. Boyd reported the repayment cost of such a debt would be $1,975,000 <br />dollars per year. The mill levy has been calculated on an interest rate of 5.75%. The mill <br />levy required to support the debt is 5.340 mills (current levy 5.292). Boyd stated that the <br />bond might be issued at a lower interest rate, however, the maximum would be 5.340 <br />mills. She noted that the question also includes a 20-year sunset clause. <br /> <br />Davidson opened the public hearing and asked if anyone in the audience wished to speak <br />for or against Ordinance No. 1391, Series 2002. <br /> <br />Mark Appelfeller, 424 Owl Drive, Louisville, CO, addressed the issue of the bond issue <br />that would provide for a new library. He presented a proposal for Council consideration <br />and suggested that the post office be purchased for the purpose of a new police station. <br />He stated that the police site could be used for construction of a new library and, the <br />current library building could be leased to a health club facility, thereby reducing the <br />recreation center expansion. He stated it would be a proactive means to accomplish what <br />everyone wants, a new library, new police facility, and additional recreation facility. He <br />thanked Council members Keany and Brown for responding to his emails. <br /> <br />Gail Wetrogen, 930 McKinley, Louisville, CO, voiced her opposition to the proposed <br />increase in property and sales taxes: She stated that the economical climate is poor and it <br />is unwise to increase property and sales tax at this time.
