Planning Commission <br /> Staff Report <br /> July 11, 2013 <br /> As shown in the PUD plan set, the elevations include articulation to the roof height and <br /> the façade in the form of bump outs, step-backs and varied parapet heights. The <br /> buildings are intended to have a pedestrian scale and are brought forward to emphasize <br /> the relationship with the pedestrian environment. Specific architectural details will be <br /> finalized at the final submittal of the PUD and shall comply with the design conditions set <br /> forth with the special review use request for ground floor residential along Cannon <br /> Street. <br /> Parking <br /> Development #1 provides parking at a ratio of 3.18 spaces/unit which exceeds the <br /> parking ratio of 2.0 spaces/unit established in the MUDDSG. The parking is provided in <br /> the form of a private garage (on-site), head in surface parking, and on-street parallel. <br /> Ten (10) bicycle parking places are provided but these numbers are not included in the <br /> overall parking count. <br /> Development Area #2 <br /> Development Area #2 is located in the center of the development on a triangular piece of <br /> land created by the existing right-of-way layout for Cannon Street, Lafayette Street and <br /> Short Street. Although this property is not an ideal shape, it must remain this shape due <br /> to easement obligations for an existing 60" storm sewer located in Lafayette Street. <br /> The development provides the following =1 <br /> design attributes: —• Primary vehicle access off Lafayette �. <br /> Street and Short Street, with primary <br /> pedestrian access off of Cannon Street <br /> • The buildings are set along the <br /> on Short Street T - <br /> • The building is setback from Cannon . <br /> Street allowing for the placement of a <br /> t <br /> pedestrian/civic plaza DEVELOPMENT <br /> • The plaza creates an opportunity for AREA2 <br /> public gathering place and public art. - -` <br /> • Parking is proposed along the <br /> improved Lafayette Street ' <br /> • Lafayette Street is proposed to be a <br /> private street with public access I • <br /> _ <br /> • The City will retain a utility easement <br /> for the 60" sewer line located below _i•- <br /> the surface of Lafayette <br /> Bulk and Dimension Standards <br /> Development Area #2 complies with all aspects bulk and dimension standards <br /> established in the MUDDSG: (no requested waivers) <br /> 12 <br />
