Section 17.14.050 of the LMC identifies ground floor residential along Cannon <br /> Street in the MU-R zone district as a special review use. <br /> The purpose of an SRU is to create performance standards, or development features, a <br /> land use must retain in order to remain compatible with the neighborhood. The intent of <br /> the ground floor retail requirement along Cannon Street in the MUDDSG was to create <br /> an activated architectural ground floor and street experience to ensure a high quality <br /> pedestrian environment. <br /> Staff acknowledges the constrained retail market realities of ground floor retail along a <br /> secondary street such a Cannon Street. However, residential architecture introduces a <br /> number of design challenges to ensure a high quality pedestrian experience. If not <br /> properly designed, residential architecture (unlike retail) could turn its back to the street <br /> and remove many important architectural features that are necessary to ensure a high <br /> quality pedestrian experience, such as operable doors and windows, building entries, <br /> and higher quality ground floor architectural details. Staff believes, with the appropriate <br /> design conditions that will need to be demonstrated at the Final Submittal, an SRU <br /> should be granted. Specifically, staff recommends approval of the SRU for ground floor <br /> residential in the MU-R district along Cannon Street with the following design conditions <br /> that will need to be resolved during the final PUD submittal: <br /> Design Conditions <br /> The Applicant shall demonstrate the following architectural details for the residential <br /> buildings along Cannon Street at Final PUD: <br /> 1) HORIZONTAL VARIATION <br /> 5 <br />
