She stated that it is hard to assign <br />value to a list. <br /> <br />Brown suggested that the projects be ranked by priority. <br /> <br />Van Pelt voiced her concern that should the bond issue not pass, capital improvements <br />would be required at the Recreation Center and at Memory Square Swimming Pool. <br /> <br />Davidson requested that staff investigate methods for cost savings in the Capital <br />Improvement Projects. <br /> <br />Mayer stated that there are no realistic estimates on projects. He voiced his preference to <br />knowing the actual project cost. <br /> <br />Van Pelt stated that the real costs are unknown without specific needs analysis studies. <br /> <br />Levihn agreed there are non-essential projects that could be delayed. <br /> <br />Sisk suggested that the essential services be provided for, and that 2003 be a very <br />conservative year in terms of capital improvement projects. <br /> <br />Keany commented that there would be many projects associated with the bond issues in <br />addition to the capital improvement projects. <br /> <br />Public Works Director Phare reviewed the Public Works Capital Improvement Project <br />budget and stated he would complete a more detailed analysis on street reconstruction <br />and report back to Council. With respect to concrete replacement/ADA (Sidewalks), <br /> <br />Council member Mayer asked for a breakdown of the cost for the past few years. <br /> <br />Traffic Signals & Traffic Control Equipment was discussed and evaluated. The <br />consensus was that the highest volume traffic lights would be upgraded. Relative to the <br />Drainage Improvements, Phare explained that Urban Drainage would match funds up to <br />$410,000. The South Boulder Road Median Improvements was determined to be a non- <br />essential item. <br /> <br />Land Management Director Cindy Lair reviewed the 2003 Capital Improvement projects <br />and explained that the trail improvements, which include concrete replacement, are <br />important for safety of children who roller blade and bike on the trails. She reviewed the <br />trail beautification budget and stressed that when the drought ends, the vegetation should <br />be increased. City Manager Bill Simmons noted that if the open space tax is extended, <br />funds could be made available for trail beautification and open space education and <br />outreach. <br /> <br /> <br />
