development on the east side of Highway 42 and the results of the Highway 42 <br />study, staff is recommending the trail be moved to the south (see attachment). <br />Therefore, the outlots along the Davidson Highline ditch are no longer necessary <br />for the trail. In the 2003 Open Space Classification Map, the land in question is <br />not classified. <br />Acquiring a portion of Tract K will allow for a connection from the new proposed <br />trail alignment to the Steel Ranch subdivision and the rest of the Louisville trail <br />network. The City intends to acquire through future negotiations land or an <br />easement to connect Tract K to the proposed underpass location. The land <br />acquired in Lot 3, Block 11 may be part of a future land swap as part of those <br />negotiations. <br />The land acquired by RMCS and Boulder Creek would allow for more regular lots <br />and a more successful development. Under the Louisville City Charter, open <br />space land may be swapped for other land with the unanimous consent of OSAB <br />and the approval of a supermajority of City Council. Staff believes the proposed <br />land swap will result in a net benefit to the City, allowing for the construction of an <br />important trail connection, and recommends OSAB approve it.
