City Council <br /> Meeting Minutes <br /> June 18, 2013 <br /> Page 10 of 12 <br /> scraped or remodeled they are required to bring in two parking spaces off the alley. <br /> The challenge in Old Town is there are homes which do not have parking. <br /> Council member Loo asked if the issue is for homes, which do not have driveways and <br /> park on the street. Planning Director Russ stated it is about a walkable community, <br /> which was established in the Old Town Overlay District to create the downtown. He <br /> stated the real issue is how the alleys are maintained or not maintained in terms of <br /> access and sightlines. Access to the alley in the wintertime may be very difficult. He <br /> stated it is a comprehensive study specific to Old Town and has many components. <br /> Council member Loo stated Louisville does not have an ordinance stipulating how long <br /> a properly registered vehicle be parked on a City street. With the exception of a few <br /> instances, she did not see a problem unless there was overwhelming citizen sentiment <br /> to the contrary. <br /> Council member Jasiak disclosed she lives in Old Town and does have a driveway. <br /> She disagreed with the statement Old Town is not walkable because of driveways. She <br /> addressed the argument of gaining a one and a half parking space when a driveway is <br /> removed, to provide more street parking for people who do not live in Louisville. She <br /> stated taking the parking away from the residents does not make sense. The primary <br /> source of friction over parking comes from the residents themselves. Looking at the <br /> broader topic of remodels/driveways in Old Town, she wanted to hear from residents. <br /> PUBLIC COMMENT <br /> Susan Honstein, 727 Pine Street, Louisville, CO suggested the study on the impact of <br /> the neighborhoods for Tuesday and Wednesday, commence at 7:00 p.m. instead of <br /> 6:00 p.m. She felt this is more than one issue. It is also about a sense of safety and <br /> security in the neighborhood including the safe ingress and egress from the <br /> neighborhood. <br /> COUNCIL COMMENTS <br /> Mayor Pro Tern Dalton summarized the parking issues as follows: There did not appear <br /> to be concern over how long a registered vehicle can remain on a City Street; there are <br /> more issues than parking; the downtown parking should be a part of the study following <br /> the survey and Council must address the parking, by way of either a parking structure or <br /> several parking lots. <br /> Deputy City Manager Balser stated when the Council receives their budget packet; they <br /> will see a CIP Budget for parking. <br /> UPDATE — DOWNTOWN WAYFINDING PLAN <br /> Mayor Pro Tern Dalton requested a staff presentation. <br /> 23 <br />
