City Council <br /> Study Session Summary <br /> August 27,2013 <br /> Page 4 of 5 <br /> Chief of Police Bruce Goodman said City Council requested a presentation <br /> regarding current municipal ordinances that relate to permissible noised limits <br /> and noise abatement. City Council considered ordinance changes in 2007 but <br /> the ordinance failed on 1st reading. <br /> Chief Goodman said complaints typically come from: <br /> • Organized events <br /> • Old Town businesses <br /> • Delivery vehicles <br /> • Construction noise <br /> • Organizes sports <br /> • Loud vehicles <br /> • Parties <br /> • Barking dogs <br /> • Trains <br /> • Aircraft <br /> Chief Goodman believes the ordinances we have in place are effective. <br /> Sound is very subjective. What is sound to one person may be noise to another. <br /> To do noise abatement, the City needs meters. Currently the Police Department <br /> does not have meters to measure noise. <br /> There was a discussion about metering and which municipalities meter noise. <br /> Chief Goodman said if we purchase meters, we will need training and equipment. <br /> There will be consequences such as an uptick in court cases when enforcement <br /> occurs. <br /> A resident who lives on Hunters Ridge spoke of being woken up, every Thursday <br /> for the past 12 years, by a milk delivery truck between 3:00 am —4:00 am. She <br /> spoke with the delivery company and only recently, have things gotten slightly <br /> quieter. Her question is: Is it unreasonable to expect an ordinance that prohibits <br /> deliveries in the middle of the night? <br /> There was a discussion about whether or not the City has further authority to <br /> regulate a commercial truck if it is made to specifications and if the City has <br /> authority over delivery times. <br /> Chief Goodman said the Police Department will be in her neighborhood to check <br /> out her concerns. <br /> Mayor Muckle said he would be interested in the Police Department purchasing a <br /> meter to see what we are dealing with regarding noise issues. <br />
