City Council <br />Meeting Minutes <br />November 12, 2013 <br />Page 7 of 15 <br />Economic Development Director DeJong stated the reason the City took the patio <br />program over was because the DBA could no longer fund the cost to maintain and <br />replace the patios. <br />Mr. Cohen asked if the DBA was able to subsidize part of the program would that be <br />acceptable to the City. It was confirmed it would be acceptable. Mr. Cohen felt the <br />restaurants who had patios and collected sales tax for the City should be given a <br />discount. He asked whether the City Council took into consideration the amount of <br />sales tax being derived from the restaurants as a result of the patios. <br />COUNCIL COMMENT <br />Council member Lipton pointed out the cost of the program is approximately $27,000 <br />and the revenue collected to offset the program will be $9,500. He noted the City is <br />already subsidizing two - thirds of the patio program ($12,000) annually and only <br />charging the restaurants for one -third of the program cost. <br />MOTION: Mayor Pro Tem Dalton moved to approve Staff's recommendation on the <br />Downtown Patio Program guidelines, seconded by Council member Lipton. Roll call <br />vote was taken. The motion carried by a vote of 6 -0. Absent: Council member Keany. <br />DISCUSSION /DIRECTION /ACTION — 2014 LEGISLATIVE AGENDA <br />Mayor Muckle requested a staff presentation. <br />Deputy City Manager Balser reviewed the draft 2014 Louisville Legislative Agenda for <br />the upcoming 2014 General Assembly. The issues will be included in a 2014 Legislative <br />Pamphlet distributed to Boulder County legislators at the City's legislative breakfast, <br />scheduled for December 6, 2013, 7:30 AM at the Louisville Public Library. Staff <br />requested feedback on the 2014 Legislative Agenda for formal inclusion in the 2104 <br />Legislative Pamphlet. Items on the Louisville 2014 Legislative Agenda include: <br />• Tax Policy <br />• Historic Rehabilitation Tax Credit <br />• Home Rule: Maintaining Local Control <br />• Early Childhood Development <br />• Energy and Environment <br />• Land Use, Development and Revitalization <br />• Transportation <br />• Potential Marijuana legislation cleanup <br />• Potential Broadband legislation <br />COUNCIL COMMENTS <br />
