<br />\0-'1 <br /> <br />16.16.010 <br /> <br />General design and construction standards. <br /> <br />The character and environment of the city for future <br />years will be greatly affected by the design of <br />subdivisions and the plats that are approved by the city. <br />Planning, layout and design of a sUbdivision are of <br />utmost concern. Minimum standards for development are <br />contained in, among other places, the city zoning <br />ordinance, the building code, and this Title. In order <br />to achieve the intent and purposes of this Title and of <br />other applicable city standards and goals, as provided in <br />Section 16.12.075, the following standards will be <br />applied by the planning commission and city council in <br />making decisions on preliminary and final plats. The <br />applicant for preliminary or final sUbdivision plat <br />approval must demonstrate that the following standards <br />are met by the proposed subdivision: <br /> <br />A. SUbdivision design must conform to the purposes of <br />this Title and be consistent with the city's <br />Comprehensive Plan. <br /> <br />B. The residents must have available to them, within <br />the area, safe and convenient movement to points of <br />destination or collection. Modes of travel, <br />including but not limited to motor vehicle, <br />pedestrian, and bicycle travel, to achieve this <br />obj ecti ve should not confl ict with each other or <br />abutting land uses. To the extent possible, there <br />shall exist an internal pedestrian circulation <br />system separate from the vehicular system that <br />allows access to adjacent parcels as well as to <br />parks, open space or recreation facilities within <br />the subdivision. Pedestrian links to trail systems <br />of the city should be made where feasible. <br />Buffering from collection and arterial streets must <br />be provided by earthen berms, landscaping, leafing <br />patterns, or other appropriate materials. <br /> <br />C. The layout of lots, blocks, and buildings and other <br />structures must provide desirable settings for <br />buildings and other structures, make appropriate <br />use of natural contours, protect the view, provide <br />for adequate light and air, and afford privacy and <br />protection from adverse noise and traffic for the <br />residents and neighbors. <br /> <br />D. Natural features, historical and archaeological <br />sites, and vegetation of the area, including trees, <br />must be preserved to the extent possible. <br /> <br />7 <br />
