<br />J~-~ <br /> <br />P. No officer shall offer or promise to give his or her vote or <br />influence in favor of or against any proposed official action <br />in consideration or upon condition that any other officer will <br />promise or assent to give his or her vote or influence in <br />favor of or against any other proposed official action. <br /> <br />Q. No member of the city council shall at any time within their <br />term or for two years after they leave office be a city <br />employee. <br /> <br />2.80.040. Disclosure of interest; non-participation in discussion <br />or action. <br /> <br />A. A public officer who has an interest in, or whose interest <br />would be affected by, any proposed official action before the <br />ci ty councilor a ci ty board or commission of which the <br />officer is a member shall immediately and publicly disclose <br />the nature and extent of the interest. The officer shall not <br />participate in any discussion or decision concerning the <br />proposed action. In addition, the officer shall leave the <br />room where the discussion or decision is taking place during <br />the time the proposed action is being discussed and the <br />decision is being made. <br /> <br />B. No officer or employee shall attempt to influence publicly or <br />privately any other officer or employee, the city council, or <br />any city board or commission, with respect to any proposed <br />official action in which the officer or employee has an <br />interest. <br /> <br />C. No officer or employee who has an interest in any business <br />entity shall participate in any discussion with or decision <br />by, nor attempt to influence publicly or privately, the city <br />council, any city board or commission, or any other officer or <br />employee, on any proposed official action concerning a <br />competitor of that business entity if the action would affect <br />the interest of the competitor. <br /> <br />2.80.050. Filing of financial disclosure statement. <br /> <br />A. wi thin three working days after a candidate for elective <br />public office has filed the candidate's petition or write-in <br />affidavit of intent with the city clerk, and within five <br />working days after a person has been appointed to fill a <br />vacancy in an elective public office, each such candidate and <br />officer shall complete, sign, and file with the city clerk a <br />disclosure statement that contains: <br /> <br />1.
