Louisville City Council Meeting <br />October 1, 2002 <br />Page 10 <br /> <br />Van Pelt asked what portion of the cost is actually site related to the rink in Phase I. <br />Williams estimated that $50,000 of the total is related to the retaining walls. <br /> <br />Van Pelt asked about stability of the soil on the site. Williams stated that a post-tense <br />concrete would be required on the site. <br /> <br />Van Pelt agreed that the site plan illustrates an intensive use of land, however, the <br />heaviest usage is along Via Appia and McCaslin. <br /> <br />Brown stated that the fund-raisers he had previously mentioned would provide for <br />amenities beyond construction of an in-line hockey rink. He stated that he is not opposed <br />to investigating other sites, such as the Sports Complex, Heritage or Community Park. <br /> <br />Davidson noted a portion of Heritage Park is currently used for soccer practice, has a <br />sprinkler system and is fully developed. He stated the site plan, as presented, did not <br />include a parking lot for the in-line hockey rink and shared parking with the Police <br />Department could be problematic. <br /> <br />Van Pelt asked Williams to explain how the current Recreation Center parking lot would <br />be linked to the in-line hockey rink in Phase II. According to Williams, in Phase II a <br />walkway will lead from the parking lot to the tennis courts and the in-line hockey rink. <br /> <br />Sisk asked Williams how the public currently accesses the multi-use fields, east of the <br />Recreation Center. Williams stated the users park in the Recreation Center's parking lot <br />and walk down to the field. <br /> <br />Sisk asked if the multi-use fields presented the same grading problem as the site along <br />Via Appia. Williams explained the fields are part of urban drainage and no permanent <br />structures or fixtures can be installed. <br /> <br />Sisk agreed that there is merit in having all the facilities within the same general area. He <br />stressed that the site should be neighborhood-friendly and suggested a colored rendition <br />of a site map. He stated that he could not support the site plan at this time. <br /> <br />Williams explained the black and white sketches were used to illustrate the progress, and <br />noted on October 10, when engineering and graphics are completed, there will be color <br />maps available. <br /> <br />Brown thanked Williams for presenting the site plan and updating Council. <br /> <br />Simmons reminded Council of the October 8, 2002 study session.
