Louisville City Council Meeting <br />October 1, 2002 <br />Page 6 <br /> <br />Brown suggested that the City's Newsletter offer winter water conservation tips, such as <br />washing a car at home. He suggested incentives for water conserving appliances. <br /> <br />Public Works Director Tom Phare noted that the City has a water rebate program, and <br />water saving washing machines are eligible. <br /> <br />Sisk noted that deep root water feeders are very beneficial for trees and suggested an <br />incentive for their purchase. He asked for additional information on such feeders. <br /> <br />Davidson suggested a coupon redeemable at Lowe's or Home Depot in Louisville. <br /> <br />Davidson asked for Council consensus that an executive order will be drafted as per the <br />Public Works and Land Management suggestions. There was Council consensus. <br /> <br />RESOLUTION NO. 36, SERIES 2002 - APPROVING A SUPPLEMENTAL <br />APPROPRIATION TO THE 2002 BUDGET (advertised Daily Camera 9/29/02) <br /> <br />Davidson called for staff presentation. <br /> <br />Deputy City Manager Julie Boyd reviewed that on May 7, 2002, the Council adopted <br />Resolution No. 14- A Resolution Creating a New Special Revenue Fund to Account for <br />Funds Received from the Northwest Parkway Public Highway Authority. This resolution <br />created the Northwest Parkway Fund, however, no budget appropriations were approved <br />at that time. The resolution authorizes the supplemental appropriation of $1,150,000 in <br />the Northwest Parkway Fund. This is the amount that Staff projects to expend on this <br />project for engineering and design services through the end of 2002. The total revenue, <br />including interest earned, in the Northwest Parkway Fund through August 31, 2002 is <br />$12,476,479. The appropriation of $1,150,000 will lease a cash balance in the fund of <br />$11,326,479. <br /> <br />MOTION: Keany moved that Resolution No. 36, Series 2002, be approved, seconded <br />by Levihn. Roll call vote was taken. The motion passed by a vote of 6-0. Mayer absent. <br /> <br />RESOLUTION NO. 37, SERIES 2002 - A RESOLUTION OF INTENT OF THE <br />CITY COUNCIL OF THE CITY OF LOUISVILLE, COLORADO REGARDING <br />THE USE OF AN EXCISE TAX ON SHORT TERM LODGING REVENUES <br />SHOULD BALLOT ISSUE 2C BE APPROVED AT THE NOVEMBER 5, 2002 <br />SPECIAL MUNICIPAL ELECTION <br /> <br />Davidson called for Staff presentation. <br /> <br />Deputy City Manager Julie Boyd reported that Resolution No. 37, Series 2002, sets forth <br />the proposed uses for revenue that would be received from the proposed excise tax on <br />short term lodging revenues to be considered by Louisville voters at the November 5, <br />2002 special municipal election.
