SIMMONS <br />CITY MANAGER <br /> <br />DATE: <br />SUBJECT: <br /> <br />August 8, 2003 <br /> <br />ORIGINATING DEPARTMENT: Recreation and Senior Services <br /> <br />SUMMARY: <br /> <br />This year the City of Louisville has $32,000 allocated for the design of a skateboard rink, (with a <br />tentative 2004 construction budget of $390,000) and $18,500 for a parking lot, (tentative 2004 <br />construction budget of $160,000), located near the inline skating rink and arboretum, which can be seen <br />on the attached concept plan. It was believed that since these two projects are related to each other, along <br />with the inline rink itself, it would be prudent on behalf of the city to design these projects together. <br /> <br />In June the City of Louisville accepted proposals for these projects. Notification to the public occurred in <br />the Daily Camera on June 6, and 13, according to procedures ofthe City. In addition, after public <br />advertisement of this project, invitation to complete the work was sent to a number of companies to serve <br />as a foundation for the process of companies who have had related experience with these types of <br />projects and at some point expressed interest to the City. These firms were: Norris Dullea, Construction <br />News Services, Environmental Concerns Inc., Skateboard Park International, Grindline Skateparks, Play <br />Environment, Design Concepts and Sink Combs Dethlefs. The only proposal received according to <br />deadlines of the proposal process expressing interest with this project was from Design Concepts of <br />Lafayette, Co. This firm, it is believed, has the knowledge, expertise and desire to complete the design <br />phase of these two projects that will produce construction documents for the creation of these future <br />amenities. It should be noted that this company has already accomplished needed engineering work on a <br />portion of the land due to the inline rink project. With this it is believed that their proposal is a fair fee <br />for the work required. Typically skateboard rinks can cost up to 15% of the construction budget with <br />parking lots costing 11 %-12% of construction. Due to this project leaving the drainage ditch for future <br />phase development of the concept plan a reduction of costs associated with the design phase will occur. <br />It should be noted that the concept plan identifies where these two amenities will be located, however <br />doesn't necessary show the exact formation. <br /> <br />The skateboard rink will involve public meetings that will provide input from users, experts in the field, <br />the public and staff. With a tentative construction budget of $390,000 the importance to what can be <br />provided for this financial amount will establish boundaries for this amenity.
