City Council <br />Meeting Minutes <br />December 3, 2013 <br />Page 5 of 21 <br />Golf Course Disaster Recovery Project. Staff wanted Council to be aware of and concur <br />with the proposed direction prior to executing the pre- construction services agreement. <br />DESIGN TEAM PRESENTATION <br />Jeff Cordes, Project Manager for Landscapes Unlimited, LLC, stated they are honored <br />to be selected for this design /build project. Landscapes Unlimited, LLC is based in <br />Lincoln, Nebraska, but they work nationwide and have offices in Arizona and North <br />Carolina. They specialize in recreational development and look forward to rebuilding the <br />golf course. He introduced members of the project team: Kevin Norby, Herfort Norby <br />Golf Course Architects, Dave Linngren, Greg Sorenson and Jon Schmenk. <br />Kevin Norby, Herfort Norby Golf Course Architects, explained the Project Team met <br />today with City staff members, two representatives from FEMA and from two members <br />of the Golf Course Advisory Board. The Project Team will work on a timeline, which will <br />be put into writing and as a draft contract to outline the process. In the next 30 days, <br />detail drawings outlining the flood damage, hole -by -hole, will be presented as part of the <br />capital improvement plan and the golf course reconstruction plan. Those drawings will <br />allow staff and Golf Course Advisory Board to determine where to begin the work. It will <br />take 60 days to work out the details, but they hope to begin relining ponds and working <br />on the irrigation system in February. <br />COUNCIL COMMENTS <br />Council member Lipton asked when the construction portion of the golf course will be <br />bid out. Mr. Norby explained he is the golf course architect and Landscapes Unlimited, <br />LLC is the contractor who will do the work. <br />City Manager Fleming explained Landscapes Unlimited was selected as the contractor <br />based on the strength of their proposal and the price they committed to in response to <br />the City request for proposals. Three different proposals were received and <br />Landscapes Unlimited had a combination of team member expertise and experience as <br />well as the lowest price. This matter was brought before Council to ensure they are <br />comfortable with the concept. The proposal will be refined so it will be very clear what <br />the guaranteed maximum price will be and will outline the steps needed to repair and <br />improve the course and perform mitigation from flood waters. He stressed the <br />importance of categorizing each phase for FEMA reimbursement. The maximum price <br />will be reimbursed by the golf course insurance and FEMA. <br />Council member Loo stated there was discussion on what the City might do to make the <br />golf course better. She inquired who would make those decisions relative to the details <br />in the contract. City Manager Fleming stated the contract will come before the Council <br />with recommendations from the contractor, staff and the Golf Course Advisory Board. <br />He noted there will be a public meeting in January to review the preliminary proposals. <br />
