City Council Finance Committee <br />Meeting Minutes <br />10/15/13 <br />Page 2 of 3 <br />SALES TAX REPORTS FOR THE MONTH ENDED AUGUST 31, 2013 <br />The Tax Manager presented the monthly sales tax reports for the period ended <br />August 31, 2013. <br />The reports and the corresponding narrative can be located in the packet of the <br />October 15, 2013 Finance Committee Meeting. <br />PROPOSALS FOR FRANCHISE, SALES, AND USE TAX AUDITS OF <br />COMCAST AND XCEL <br />The Tax Manager presented a summary of the RFP process and a brief review of <br />the proposals received. <br />The Tax Manager and Finance Director stated that negotiations for a contract <br />have started with the top candidate, Allixa Consulting, Inc., but requested <br />direction from the Finance Committee regarding the fee structure desired. <br />Staff recommends using a straight 40% contingency fee as outlined in the <br />proposal from Allixa Consulting. Members discussed the pros and cons of each <br />fee structure. <br />Council Member Keany and City Manager Fleming recommended that the <br />contingency fee, fixed fee, and hybrid fixed fee/contingency fee options outlined <br />in the proposal be discussed with full City Council members at a future study <br />session. <br />The proposal and the corresponding narrative can be located in the packet of the <br />October 15, 2013 Finance Committee Meeting. <br />FINANCIAL STATEMENTS FOR THE PERIOD ENDING SEPTEMBER 30, <br />2013 <br />The Finance Director, Kevin Watson presented the financial statements for the <br />month ending September 30, 2013. <br />The Finance Director stated that the budgeted amounts for many capital <br />expenses anticipated to occur in 2013 have not yet been spent, and that these <br />amounts would likely be rolled over to the 2014 budget. <br />The reports and the corresponding narrative can be located in the packet of the <br />October 15, 2013 Finance Committee Meeting. <br />LIST OF BILLS <br />3 <br />
