City Council Finance Committee Meeting Minutes 10/15/13 Page 2 of 3 SALES TAX REPORTS FOR THE MONTH ENDED AUGUST 31, 2013 The Tax Manager presented the monthly sales tax reports for the period ended August 31, 2013. The reports and the corresponding narrative can be located in the packet of the October 15, 2013 Finance Committee Meeting. PROPOSALS FOR FRANCHISE, SALES, AND USE TAX AUDITS OF COMCAST AND XCEL The Tax Manager presented a summary of the RFP process and a brief review of the proposals received. The Tax Manager and Finance Director stated that negotiations for a contract have started with the top candidate, Allixa Consulting, Inc., but requested direction from the Finance Committee regarding the fee structure desired. Staff recommends using a straight 40% contingency fee as outlined in the proposal from Allixa Consulting. Members discussed the pros and cons of each fee structure. Council Member Keany and City Manager Fleming recommended that the contingency fee, fixed fee, and hybrid fixed fee/contingency fee options outlined in the proposal be discussed with full City Council members at a future study session. FINANCIAL STATEMENTS FOR THE PERIOD ENDING SEPTEMBER 30, 2013 The Finance Director, Kevin Watson presented the financial statements for the month ending September 30, 2013. The Finance Director stated that the budgeted amounts for many capital expenses anticipated to occur in 2013 have not yet been spent, and that these amounts would likely be rolled over to the 2014 budget.
