<br />RESOLUTION NO. 71 <br />SERIES 1992 <br /> <br />A RESOLUTION SUPPORTING AND ASSURING FUNDING FOR IMPROVEMENTS TO <br />STATE mGHWAY 287 IN ACCORDANCE WITH PREVIOUS COLORADO DEPARTMENT <br />OF TRANSPORTATION PLANS. <br /> <br />WHEREAS, it has come to our attention that the Department of Transportation has proposed, <br />in its Five Year Plan, to delay and decrease funding for State Highway 287; and <br /> <br />WHEREAS, despite pledges and firm commitments in three preceding Five Year Plans that <br />HWY 287 improvements would be completed on schedule; and <br /> <br />WHEREAS, local governments, businesses and individual citizens have waited patiently for over <br />20 years while they helped move HWY 287 up on the Department's priority list; <br />and <br /> <br />WHEREAS, the need for the improvements is clear; and <br /> <br />WHEREAS, during the past 10 years there have been 10 fatal accidents on this significantly <br />congested Highway while over 1,500 accidents occurred on the segment from <br />Broomfield to Longmont; and <br /> <br />WHEREAS, volume on HWY 287 has also skyrocketed, with an average increase of 1 00 percent <br />since 1970, and is projected to continue increasing; and <br /> <br />WHEREAS, the area of the Lafayette Bypass has experienced an incredible 200 percent <br />increase in volume; and <br /> <br />WHEREAS, safety has always been our key concern when requesting improvements on HWY <br />287; and <br /> <br />WHEREAS, we are also troubled by the issue of equity since historically, Boulder County has <br />received less than four percent of CDOT transportation funding, while seven <br />percent of Colorado's population resides here; and <br /> <br />WHEREAS, we have enjoyed a strong and productive working relationship with CDOT which <br />we want to continue in the years to come. <br />
