Louisville City Council Meeting <br />December 2, 2003 <br />Page 15 of 22 <br /> <br />Mayor Davidson asked Planning Director Wood to address the Citizen's Comprehensive <br />Plan Amendment. Wood stated the Citizen's Comprehensive Plan Amendment was <br />presented as a separate application with the understanding that it would be processed <br />as a separate item. He stated there was not any anticipation it would be incorporated as <br />additional modifications. <br /> <br />Mayor Davidson asked Public Works Director Tom Phare to address how this <br />development would affect the Raw Water Master Plan. Phare stated non-residential <br />development has a higher demand factor per acre than does residential. <br /> <br />Mayor Davidson asked Finance Director Laus if residential units would impact the <br />Community Investment Fee. Laus stated the impact would have to be reviewed on an <br />annual basis for adjustments. <br /> <br />There was considerable discussion relative to transportat, ion impact and issues addressed <br />in the proposed comp plan amendment. Wood noted the transportation and transit <br />connectivity were issues considered by the Planning Commission, because of the impacts <br />on any new developments in the area. There was also discussion relative to Broomfield's <br />proposed commercial/retail and residential development located east of the STK <br />property. Commercial/Retail sales tax in the proposed STK parcel was also discussed. <br /> <br />COUNCIL COMMENTS <br /> <br />Mayor Pro Tem Sisk voiced his belief the Planning Commission has received unfair <br />criticism. He thanked the Planning Commission for their review of the comprehensive <br />plan and voiced his appreciation of StorageTek Corporation' for its corporate citizenship. <br />He stated his concern centered on the redrafting of the comprehensive plan and the <br />residential usage. He felt the residential component was not a compatible use and <br />favored senior communities, with senior housing, assisted living with congruent services <br />ideally located close to Avista Hospital. He voiced his concern on the transit <br />connectivity and financial issues. He stressed the importance of working closely with <br />STK to develop a plan that would allow commercial retail and open space. He stated he <br />could not support the comp plan amendment as forwarded by the Planning Commission. <br />He voiced his confidence this could be accomplished through the public process. <br /> <br />Council member Brown concurred with Mayor Pro Tem Sisk's comments and thanked all <br />the participants in the process. He voiced his dismay with the accusations that Louisville <br />is competing for development with surrounding communities. He stated questions <br />relative to the development must be answered. He reviewed the process for the South <br />Sub-Area over the past few years. He stated Louisville would have to share the burden of <br />the cost of development in surrounding communities. He stated StorageTek has been a <br />good corporation citizen. He stated the goal is to achieve what is best for the City of <br />Louisville. He voiced his belief the comp plan provides a framework for development in <br />the South Sub-area. He agreed with Mayor Pro Tem Sisk that a development in the <br />Senior community is desirable.
