The LMC presents a <br />series of four criteria, which must be addressed in conjunction with the public hearing <br />process. Amendment to the comprehensive plan requires support by two-thirds of the full <br />membership of City Council: Those criteria are as outlined: The amendment request is <br />consistent with the goals, policies and intent of the comprehensive plan of the city; the <br />amendment request will not result in adverse impacts to existing or planned services to <br />the citizens of the city; the amendment request demonstrates a need exists for the <br />amendment through either changed conditions or past error which support adjustments to <br />the city's comprehensive plan; the Planning Commission and/or City Council may <br />consider other factors in reviewing an application as they deem appropriate and may <br />request additional information, which is necessary for an adequate review and evaluation <br />of the amendment. <br /> <br />Wood reviewed the Planning Commission approved a motion to forward Resolution No. <br />19, Series 2003 to City Council, which recommends approval of an amendment to the <br />land use section of the City of Louisville 1998 South Sub-area Comprehensive Plan. <br />He reviewed the study prepared by City Staff, which evaluated the fiscal impact of <br />incorporating different land uses on the ability of the City to maintain the existing level <br />of services to its residents. He stated that based on the analysis, both a commercial only <br />scenario and a mixed-use commercial/residential scenario result in net positive fiscal <br />impacts from an operating and capital perspective. He noted the ability to maintain level <br />of service by service sector departments and absorb additional residential development at <br />the same time requires a high level of confidence that the necessary retail sales tax <br />generation will off-set the increased capital costs generated by that residential <br />development. <br /> <br />Mayor Davidson called for Applicant presentation: <br /> <br />Nell Schoeler, StorageTek, One StorageTek Drive, Louisville, CO, addressed the <br />requested amendment approved by the Planning Commission and stated it is not <br />significantly different from what was presented by STK in May of 2003. She noted the <br />80-acre parcel, as described in the South Sub-Area Comp Plan, is precluded from <br />residential development, however the balance of the site is not. STK would like to plan <br />for development of the site as a whole and are attempting to make the proposal more <br />consistent with the 1989 Comprehensive Plan. She quoted from Chapter 17 of the <br />Louisville Municipal Code: 1) Provide for a balance of land uses, 2) Provide a variety of <br />housing for all people employed and residing within the City, and 3) Ensure efficient <br />utilization of land and infrastructure. She noted references to discourage strip <br />development, encourage clustered mixed-use development. She stated the requested <br />amendment to the South Sub-area Comprehensive Plan supports the 1989 Comprehensive <br />Plan. <br /> <br />Davidson called for public comment. <br /> <br /> <br />
