Louisville City Council Meeting
November 6, 2002
Page 6

Brown asked that the provider be part of the public education process, which would
supply residents with the information relative to the type of service they will receive.

Boyd stated a public education/information clause was included in the RFP, on page 3, in
paragraph J.

Keany asked if there was any consideration for the City to contract separately for the
individual bins. He stated that the City might be better served with a separate contract for
the bins. He explained that if the City changed the provider, the bins would not have to
be exchanged.

Boyd stated that was not covered in the RFP.

Keany voiced his concern that if the determination of the trash bins were not addressed in
the RFP, it would not be included in the bids.

Davidson clarified the reason for the City going forward with one trash service. He
stated that the wear on City's streets would be far less with one trash service, than to have
several trash services on City streets on a daily bases. He noted the City would realize a
tremendous tax dollar savings in the replacement of streets. He stressed the City will
only go forward with a single provider if the service is as good or better than what
currently exists, and if the cost of the service is no more than what is currently provided.

Brown stated it also provides recycling opportunities by including it into the basic costs.

MOTION: Sisk moved that Council approve the RFP for Trash and Recycling
Collection, with the additional language addressing the bins and the provision for
insurance, seconded by Levihn. All in favor. Mayer absent.

ORDINANCE NO. 1404, SERIES 2002 - AN ORDINANCE REPEALING AND
REENACTING CHAPTER 3.18 OF THE LOUISVILLE MUNICIPAL CODE, TO
ESTABLISH NEW DEVELOPMENT IMPACT FEES - 1st reading - set public
hearing 11/19/02

MOTION: Keany moved that Ordinance No. 1404, Series 2002 be sent out for
publication and a public hearing be set for November 19, 2002, seconded by Brown.
in favor.
