Louisville City Council Meeting November 19, 2002 Page 5 Terry Grayson, GPMS, Inc., Los Angeles, CA, stated they have worked on solving the conditions and have Staff and Commission support. He noted the additional drive-thru and menu board would relieve the traffic congestion and create a safer parking lot. COUNCIL COMMENTS Mayer voiced his concern over the plant use list given the recent drought. He addressed sod replacement and noted there have been problems in the past with commercial landscaping maintenance. He requested a note on the PUD, and all future PUD's that the landscaping be maintained. He voiced his concern over the reduction of parking spaces, and asked if ordering more quickly would eliminate traffic congestion. Grayson stated the addition of a second drive-thru and menu board would cut the time in half. Sisk asked Grayson to explain why this plan is safer for pedestrians. Grayson stated that currently there is one lane, and with the addition of a drive-thru lane and menu board, the traffic will channel through more quickly. He stated that stamped concrete is proposed to create the illusion of a pedestrian crosswalk, alerting motorists to slow down. Sisk asked if they propose two single lanes to the left of McDonald's, which would connect to the drive-thru. Grayson stated there is only one lane, which would turn into two lanes on the left side of McDonald's. Sisk asked if that were also true of the east side of McDonald. Grayson stated the east side would remain one lane. Sisk asked if the two windows would increase McDonalds business. Grayson stated the intent is not to increase business, but to alleviate traffic congestion. He noted if the drive- thru line is backed-up, customers generally tend not to stop. Keany commented that, if the existing bluegrass were replaced with a low moisture grass it would not match the balance of the grass. He asked Grayson to address the Planning Commission's concerns over staffing problem. Grayson stated the Commission's concern was not a matter of staffing, but a matter of getting the orders to the customers. Keany asked if the increase in signage was more than one menu board. Grayson stated that there is a second menu board and two ordering kiosks. Mayer asked that the new sod be of lower moisture wherever practical. City Attorney Light reminded Council of the two Planning Commission's recommended conditions, which have been met. MOTION: Mayer moved that Council approve Resolution No. 40, Series 2002, with two conditions: 1 .) Staff and applicant examine the practicality of adding low moisture sod, 2.) A note on the PUD requiring maintenance of landscaping, seconded by Levihn.
