Section 2. Subsection G of Section 15.56.010 of the Louisville Municipal Code is hereby amended to read as follows (words added are underlined): G. The board shall also have the authority to hear and decide applications for the suspension., and revocation and appeal of denial of contractor's licenses and registrations, as provided in Chapter 5.12 of this Code. Any decision for suspension., ec revocation or denial on appeal of a contractor's license or registration shall require not less than three affirmative votes. The board, through the city clerk, may require the presence of persons and the production of papers, books, and records necessary to the determination of any suspension., of revocation or appeal hearing, and the board shall adopt reasonable rules and regulations for the conduct of such hearings. Section 3. If any article, section, paragraph, sentence, clause or phrase of this Ordinance is held to be unconstitutional or invalid for any reason, such decision shall not affect the validity or constitutionality of the remaining portions of this Ordinance. The City Council hereby declares that it would have passed this Ordinance and each part or parts thereof, irrespective of the fact that any one part or parts may be declared invalid or unconstitutional. Section 4. All other ordinances, or parts of any ordinances or other Code provisions in conflict herewith are hereby repealed. The repeal established herein shall not be construed to revive any ordinance, Code provision or part thereof that had been previously repealed by any ordinance which is repealed by this Ordinance. Section 5. The repeal or modification of any provision of the Municipal Code of the City of Louisville by this ordinance shall not release, extinguish, alter, modify, or change in whole or in part any penalty, forfeiture, or liability, either civil or criminal, which shall have been incurred under such provision, and each provision shall be treated and held as still remaining in force for the purpose of sustaining any and all proper actions, suits, proceedings, and prosecutions for the enforcement of the penalty, forfeiture, or liability, as well as for the purpose of sustaining any judgment, decree, or order which can or may be rendered, entered, or made in such actions, suits, proceedings, or prosecutions. Section 6. This ordinance shall take effect on J&&. , 2014, and shall apply to all new license applications and applications to renew existing licenses filed on or after such date.
