Historic Preservation Commission
Meeting Nlinutes
November 19, 2013
Barrett stated the Grain Elevator would be great but it would not be contiguous to our
existing museum. Also the Grain Elevator structure would not be climate controlled.
Griffin inquired if she considered moving a historic structure on site.
Barrett stated it would have the same concerns but wasn't sure until after the needs
assessment was completed.
Stewart asked about the existing footer or foundation, and about the previous structure
which was located on this site.
Barrett stated the previous structure was a garage and is located out at the City Shops.
Stewart believes this structure should qualify for new construction regardless of the
zoning because the intent of new construction is for commercial use.
Fasick stated the Museum Campus was on the Local Register and the National
Register. She inquired if the complex was landmarked individually or together.
Koertje stated it was landmarked as a campus.
Stewart stated there would need to be an alteration certificate received for this new
structure to be located on the campus. He added since there was previously a building
on that location it should be considered compatible.
Fasick asked what documentation existed for the previous structure and whether the
structure would be large enough.
Barrett said Bridget Bacon has the documentation and the structure should be large
enough.
Koertje stated he believed this project should be considered eligible for new
construction grant.
Discussion — Grain Elevator
Stewart introduced the item.
Erik Hartronft gave an update of where they are in the mitigation work. He stated they
have been stalled due to an issue with their contractor. He then passed out a copy of
the change order for mitigation and described the details of the mitigation efforts, such
as cleaning out the remnant grain from the grain bins.
Stewart asked when the structure will be designated.
Hartronft stated they will submit for the PUD and Plat, then the landmark designation
will occur when they file the final plat.
Stewart stated the City still owns the property.
Hartronft stated that is correct and they will take over ownership in Fall of 2014.
Discussion ensued regarding insurance.
