City Council <br />Meeting Minutes <br />December 17, 2013 <br />Page 19 of 24 <br />Mayor Muckle opened the public hearing and requested a staff presentation. <br />Chief Building Official Swanson stated the Planning and Building Safety Department <br />recommend updating the City's Contractor Licensing Ordinance, codified in the <br />Louisville Municipal Code, Chapter 5.12. The original Ordinance was adopted in June, <br />2006. At the time, contractor licensing required International Code Council (ICC) testing <br />to verify a minimum knowledge of the respective trades. Staff identified areas the <br />Ordinance could be improved. The two major changes to the ordinance are as follows: <br />1. Insert a table of ICC Contractor Classifications in the ordinance to clarify <br />requirements for City contractor licenses. <br />2. . Eliminate the application and renewal fee for contractor license applicants and <br />restructure HVAC license fees. These changes are at the request of the Building <br />Code Board of Appeals (BCBOA). <br />COUNCIL COMMENT <br />Mayor Pro Tem Dalton supported the changes to the ordinance and commended Chief <br />Building Official Swanson and the Building Code Board of Appeals for their work. <br />Chief Building Official Swanson noted a typo in the fee schedule; a Class D license was <br />listed as $5.00 and should be $75.00. <br />Mayor Muckle called for public comment and hearing none, closed the public hearing. <br />Council member Lipton noted part of the recommendation is for a homeowner to be <br />exempt from contractor licenses requirements for single - family duplex, multi - family <br />construction. Chief Building Official Swanson explained Council's intent in 2006 was <br />for homeowners to be exempted from contractor's licenses for duplexes and <br />townhouses. This change was made to reflect Council original intent in 2006. <br />MOTION: Council member Keany moved to approve the Ordinance No. 1653, Series <br />2013 on second and final reading, seconded by Council member Jasiak. Roll call vote <br />was taken. The motion passed by a vote of 7 -0. <br />RESOLUTION No. 71, SERIES 2013 - A RESOLUTION SETTING CERTAIN FEES, <br />RATES, AND CHARGES FOR THE CITY OF LOUISVILLE, COLORADO <br />Mayor Muckle requested a staff presentation. <br />City Manager Fleming explained each year Council adopts a Resolution setting certain <br />City fees, rates and charges for upcoming year. The Resolution for Council <br />consideration sets those fees, rates and charges for 2014. Staff recommends no <br />changes for the vast majority of existing fees, rates and charges approved by Council <br />for 2013. Staff proposes no changes for the sewer usage fees or the water usage fees. <br />48 <br />
