Revitalization Commission <br />Minutes <br />December 9, 2013 <br />Page 3 of 4 <br />• What is the difference between a townhome and a condo? The <br />answer is ownership. Condos are not being financed or built due to <br />construction defect laws. Rick will gather information on this topic <br />for a future meeting <br />• The PUD is intended to before City Council March 3'd . DELO <br />anticipates construction will start summer of 2014 <br />• Chair Becker asked if different product types have an impact on <br />TIF? Economic Development Director Aaron DeJong answered <br />residential does not. Commercial is set at a different valuation. The <br />TIF model will be reviewed in January. Unit counts and sale <br />amounts will be estimated. <br />Commissioner Comments: <br />• Commissioner Gorsevski asked if anything is being done regarding <br />quiet zones. DeJong replied that Deputy City Manager Balser is <br />working with neighboring municipalities on this issue. A study was <br />done to provide the cost for technology upgrades for crossings. <br />Gorsevski would like more information. He believes noise <br />mitigation will help downtown development. City Manager Fleming <br />stated that the City has funding to deal with each cursing in <br />Louisville by 2016. The upgrades make the crossing secure <br />enough that the engineer does not have to blow the horn. <br />Commissioner Tofte would like a lot of publice support for quiet <br />zones. <br />Public Comments: <br />• Mike Kranzdorf is happy to hear more office space will be available <br />d. South Street Underpass Design Update: <br />• Director of Planning and Building Safety Troy Russ gave a project <br />update on the South Street Gateway. <br />• Atkins is doing the design. On January 9111, staff sent a 60% design <br />submittal to BSNF <br />• BNSF wants specific minimum clearances between the structural <br />components of the bridge and the City decorative screen wall. The <br />actual underpass was reduced to 22'. Subsequent redesign was <br />increased to 25'. <br />• Atkins has a good liaison with BNSF. <br />• Commissioner Gorsevski agrees with the redesign. <br />• Commissioner Tofte asked if it is possible to moved the decorative <br />panel back. Russ replied that there is not a lot of room but he <br />would check. <br />• There was a discussion of fencing. <br />• Chair Becker asked if there is an agenda from for the bi- weekly <br />meetings with Atkins that Russ could provide. Russ replied that <br />
