City Council Water Committee <br />Meeting Minutes <br />Friday, August23, 2012 <br />Page 2of 3 <br />ii.Mesa Trail -City is in opposition to this case to preserve historical <br />flows througha stretchof South Boulder Creek that has in-stream <br />flow requirements. City’s position is the applicant must frame the <br />proposed action as a water exchange and not a change of a <br />diversion point. <br />VII.Update –CIP Projects and Operations <br />3 MG Tank Rehabilitation–Staffhasreviewed Merrick’s report evaluating <br />the 3-million-gallon tank rehabilitation scenarios and accepted the <br />recommended alternative.A contract for design of the recommended <br />alternative has been executed and Merrick is proceeding with design. <br />The State review timeline is the biggest unknown forthis project. <br />Utility Rate Study-Red Oak’s team that was working on the City’s study <br />has resigned from that company and joined another financial services <br />company, Raftelis Financial Consultants.Staff and both consultants have <br />been working on reassigning the contract to Raftelis and transitioning <br />project files.This is expected to cause a short delay, but progress is still <br />being made on thestudy.The next Utility Rate Task Force Meeting is <br />scheduled for August 29. <br />WWTP Design-Preliminary selection of headworks equipment is in <br />progress.Public Works’ and Dewberry’s staff have visited multiple <br />facilities to review field installations of the proposed equipment. <br />Reservoir Water Quality Study-Reservoir sampling is continuing. <br />WTP Sludge Handling Study–Staff has received preliminary study <br />results, which indicate that one set of sludge drying beds at the Howard <br />Barry Water Treatment Plant could be sufficient for the near future. <br />Water Resources Management Strategy–After resignation of the Utilities <br />Manager who performed most of the water resources management and <br />accounting, this task was designated toan outside consultant, Resource <br />Based International. <br />VIII.Update–Water Resources <br />Current Water Supply Situation–Discussed water resources presentation <br />that was included in the meeting’s agenda. <br />City’s Water Rights Overview–Discussed water resources presentation <br />that was included in the meeting’s agenda. <br />Water Resource Portfolio Improvement Strategies–Discussed water <br />resources presentation that was included in the meeting’s agenda. <br />IX.Agenda Items and Date for Next Meeting. <br />The next meeting is scheduled for October 25, 2013to discuss the following issues: <br />
