Seconded by Keany.

Keany offered a friendly amendment to authorize the Mayor to sign said contracts.

Mayer accepted that. Roll call was taken. Motion passed by a 5 - 0 vote with Lathrop and Sisk being
absent.

AUTHORIZATION TO PROCURE PROPOSALS - BANKING SERVICES

Mayer pulled this from the Consent Agenda because of the Minimum Specifications. He felt the City
would want to let out a contract that would provide the best combination of services and price. He
felt the wording in the first sentence was awkward, because the national bank would not have to have
any facilities located in Louisville, only a state bank would. He felt that if the City required that there
be banking facilities in Louisville that it be both entities. He wondered if they wanted to open it to
anyone who could provide the combination of services and price that gave the best value.

Keany felt the City should do business with a bank that had a office in Louisville.

Howard wanted any accredited national or state bank to have the opportunity to place a bid with a
proviso that in case of close bids, less than $2,000, the City would go with the one that had a branch
that was located in Louisville.

3
