City Council <br /> Special Meeting Minutes <br /> January 14, 2014 <br /> Page 2 of 14 <br /> City Manager Fleming introduced the agenda items for discussion at the Budget Retreat <br /> that include: 1) Significant Budget Changes since the adoption of the 2014 Budget— <br /> Flood Reconstruction, Utility Issues and Golf Course. 2) Financial Forecast/Revenue <br /> Projections for 2014. 3) Departments' Major Issues, 2014 Goals, Environmental Scan <br /> and 2015 Council Goals. 4) Updating the Budget Format and Process and Guiding <br /> Principles. 5) Budget Calendar. 6) Recap of Agreements and Actions Steps. <br /> Significant Budget Changes since the adoption of the 2014 Budget— Flood <br /> Reconstruction, Utility Issues, and Golf Course. The changes in estimated revenue <br /> and expenditures for flood reconstruction projects are as follows: <br /> Trails - $600,000 Bridge - $2,150,000 Golf Course - $5,000,000 $ 7,750,000 <br /> FEMA Grant: Trails: $450,000; Grants: $75,000 - Cost to City $ 75,000 <br /> FHWA Grant: Bridge: $1,720,000 - Cost to City $ 430,000 <br /> FEMA Grant: Golf Course: $2,091,500; Grants-$348,600— Cost to City $ 2,559,900 <br /> Net 2014 Budget: Trails: $75,000; Bridge: $430,000; Golf Course: $1,625,000 <br /> Budget Variance: Trails: $175,000; Bridge: $200,000; Golf Course: ($934,900) <br /> City Manager Fleming explained the estimate for the bridge has since changed to $3.6 <br /> million dollars. <br /> COUNCIL QUESTIONS <br /> Council member Stolzmann requested clarification on the budgeted number for the trail <br /> reconstruction project of $1 million dollars and the slide, which indicated $600,000. City <br /> Manager Fleming explained the budgeted amount of $1 million was an estimate at that <br /> time. The current estimate is now $600,000 dollars. <br /> Council member Stolzmann asked when the City could expect to see reimbursement <br /> from FEMA. Deputy City Manager Balser stated the City received a $5,000 check from <br /> FEMA last Friday for work which was completed. The City continues to submit invoices <br /> for on-going work. She explained the reimbursement timeframe as suggested by state <br /> officials is a forty-five day process. FEMA pays the state and the state reimburses the <br /> City. She noted the City was the first community in Boulder County to receive money. <br /> City Manager Fleming explained they anticipate getting reimbursement within two <br /> months of filing the work orders. <br /> Parks & Recreation Director Stevens explained there is a program for the golf course <br /> entitled the Alternative Procedures Pilot Program. FEMA generally requires estimates <br /> to be submitted for putting the golf course back to its original state, but the alternative <br /> program will allow flood mitigation such as moving the tee boxes and some of the <br /> greens. The advantage of this program is more flexibility and quicker reimbursement, <br />
