City Council <br /> Meeting Minutes <br /> January 21, 2014 <br /> Page 13 of 30 <br /> continuing the water tap ordinance in order to make the necessary changes to be <br /> consistent with the building code. <br /> The second item concerning the BCBOA single family residential sprinkler system <br /> requirements are still in their infancy, there is not an established network of designers, <br /> installers and inspection criteria in place. This inexperience is likely to place additional <br /> burdens on homebuilders and City staff during the construction process which could <br /> result in problems with leakage, damage of other materials within the home at the time <br /> of construction and ongoing maintenance to the homeowner. <br /> COUNCIL QUESTIONS <br /> Mayor Pro Tern Dalton was curious as to the concern for failure in a single family <br /> dwelling unit. He wondered if the pressure test to finished plumbing is different. It was <br /> noted BCBOA member Peter Geiser would address this question during his <br /> presentation. <br /> Based on staff projections, the amount of approved housing stock impacted by this <br /> requirement would be 93 new single family homes planned in the North End Block 10 <br /> and Phase 2. All future scrapes and re-builds which occur from time to time would also <br /> be required to have sprinklers. The City is averaging 8-10 scrapes per year. Enacting a <br /> code that is likely to affect such a small number of homes within our community seems <br /> unnecessary and inequitable to those approved developments. <br /> Mayor Pro Tern Dalton requested clarification on the difference between a scrape and a <br /> re-build. Planning Director Russ clarified a scrape is when the foundation is taken out. <br /> A re-build is additions to established foundation. <br /> Council member Jasiak noted additions to a single-family home is different. Planning <br /> Director Russ stated this is only for new construction. <br /> BCBOA PRESENTATION <br /> Matt Berry, Vice-Chair of the Building Code Board of Appeals, stated in his technical <br /> opinion, he supports requsting Council to provide an exception for single-family <br /> detached houses. The Board does not feel the requirement will be an effective use of <br /> limited funds when building a house. That does not mean it is not a cost benefit of <br /> dollars to lives or safety, it is a matter of the Code dictating what a builder should do. <br /> He felt this next step would be added to remodels and additions, which would increase <br /> the cost of the project making it unlikely homeowners would pursue a building permit. <br /> He addressed Ordinance No. 1654, Series 2014 and voiced his support for waiving <br /> increasing the water tap fees <br /> Peter Geiser, 355 Jackson Circle, Louisville, CO stated the BCBOA has looked at the <br /> issue of fire sprinkling residential homes.
